Northwest Side apartment complex residents say apartment air conditioning has been out for weeks

  • September 11, 2026

SAN ANTONIO – A San Antonio family says the air conditioning in their apartment at Four Thousand Horizon Hill complex has not been working properly since a storm on Aug. 28.

Krystal Garcia said she has submitted multiple maintenance requests to the apartment complex. The requests were marked completed according to the work order. However, the air conditioning problem continues in the bedroom her two young children sleep in.

“I’m paying so much money and I’m not getting what I’m paying for,” Garcia said.

During a visit to the apartment, a thermometer left on the bed in the room her children sleep in measured about 90 degrees after 15 minutes. An infrared thermometer showed most of the room at 89.4 degrees. A room elsewhere in the apartment with working air conditioning was about 15 degrees cooler at 74 degrees Fahrenheit.

“I’m furious,” Garcia said. “I’m absolutely furious.”

Garcia’s sons are 7 and 4 years old. She said they have been uncomfortable and that she keeps them at day care as long as possible during the hottest part of the day.

“I don’t want them here, so I’ll have to get them at about 6:30,” Garcia said.

Garcia contacted the city for help. City officials were at the complex when KSAT arrived, and Garcia said the city responded quickly after receiving her complaint.

“The city’s been very helpful,” Garcia said. “As soon as they got my report, I got a text message right away saying that ‘This is an officer with city services, has your AC unit been fixed?’”

KSAT contacted the leasing office about the air conditioning and was directed to email the property’s corporate office. That email was sent at 3:03 p.m. Tuesday, Sept 8. The director of operations responded Wednesday evening and said she would be in the office Thursday.

After KSAT did not receive an update early Thursday afternoon, KSAT returned to the leasing office to ask whether there was an estimated time for the repair.

An employee said “I can send them information” and “when they come through, we do the work order,” however, Garcia had several notifications of completed work orders while the AC still appeared to not be working in a majority of the unit.

“I want somebody up there who’s going to care about the residents,” Garcia said.

About an hour after KSAT left the complex, corporate management emailed to say it had heard about the station’s visit to the complex.

“The initial issue was a tripped breaker. Later when it was checked the AC was working. Based on the visit today I have the team going back now to revisit the situation to see if there is something new that has occurred,” ReyAnne Ristow, director of operations for Reep Residential, said in an email.

“Be assured my team is heading there tonight,” Ristow added.

Ristow also said the issue was only reported in one unit. However, other residents at the complex said they are dealing with similar issues.

One person said her family member has had multiple issues with their AC at the complex, even having to place a temporary window unit to deal with the heat. Another two people said their AC has not been working to its full capacity.

Garcia said she previously tried withholding rent during an earlier maintenance issue, but the complex added a $200 late fee.

Texas law provides tenants with potential remedies when a landlord fails to repair a condition that materially affects health or safety after receiving proper notice. In some circumstances, a tenant may be able to arrange a repair and deduct the cost from future rent, but specific requirements apply and the deduction is generally limited to the amount of one month’s rent.

Tenants who are considering withholding rent or deducting repair costs should review the law carefully or seek legal advice before taking action. In San Antonio, a tenant can report a violation to the City of San Antonio’s Code Enforcement.
