EL PASO, Texas (KTSM) — The City of El Paso said it is seeking public input on a proposal to redirect more than $2.5 million in existing federal housing funds to help expand and preserve affordable housing in the community.
The City’s Department of Community and Human Development (DCHD) is proposing amendments to its Annual Action Plans for program years 2019 through 2023 under the U.S. Department of Housing and Urban Development’s (HUD) HOME Investment Partnerships Program, the City said in a news release.
Under the proposal, $2,555,041 currently designated for down payment and closing cost assistance for first-time homebuyers would be reallocated to activities supporting the development and preservation of affordable housing. The change would not reduce the City’s overall HOME program funding, the City said.
The proposed amendments would reprogram funds from the following Annual Action Plans:
2019-2020 Annual Action Plan: $650,000
2020-2021 Annual Action Plan: $445,041
2021-2022 Annual Action Plan: $480,000
2022-2023 Annual Action Plan: $480,000
2023-2024 Annual Action Plan: $500,000
The City says the proposed change would give it greater flexibility to respond to current housing needs while ensuring federal housing funds are put to use within HUD-required timelines. It also supports priorities identified through the City’s Community Needs Assessment and Strategic Economic Mobility efforts, including the need to preserve and develop affordable rental housing, the City said.
Residents are encouraged to provide feedback. Written comments on the proposed amendments may be submitted to DCHDFacilities@elpasotexas.gov through 5 p.m. Thursday, Oct. 1.
The proposed “substantial amendment” will also be presented to the El Paso City Council for a public hearing and consideration on Tuesday, Sept. 15. The meeting will be available to the public online at elpasotexas.gov/videos.
Individuals requiring reasonable accommodations or language assistance to review the changes or participate in the public comment process should contact DCHD at ADAOffice@elpasotexas.gov or (915) 212-1536 at least 72 hours in advance.
