Plans call for a 123,405-square-foot Target store at the northwest corner of Interstate 10 and State Highway 46, according to the filing. Construction is scheduled to begin February 8, 2027, with completion expected January 20, 2028. All TDLR filings are subject to change without notice.

The project will be part of Seguin Exchange, a massive 544-acre mixed-use development that is beginning to take shape along the I-10 corridor. NewQuest recently broke ground on infrastructure for the long-awaited development, which has been in the works since the Houston-based developer acquired the property in 2007.

The project is expected to bring more than 750,000 square feet of retail space to the area, along with medical, hospitality, entertainment and multifamily development. More than 2 million square feet of industrial space also is planned across the larger development.

NewQuest said leases are under negotiation for more than 400,000 square feet of retail space, including the development’s anchor tenants, according to a news release at the time of the groundbreaking.

The first retail stores are expected to open by the end of 2027, with most retailers, restaurants and service businesses slated to arrive in 2028.

“Seguin Exchange is the most significant mixed-use development in Seguin and Guadalupe County, bringing a tremendous economic impact through sales taxes, property taxes and jobs,” Austin Alvis, president and chief development officer of Houston-based NewQuest, said in a statement, at the time of the groundbreaking in June.

Seguin Exchange is positioned at the Northwest corner of I-10 and SH-46 with roughly one mile of interstate frontage. NewQuest has described the project as a catalyst for growth along the I-10 corridor, where population and job growth have increased demand for new retail.

The development also is expected to include more than 250 acres of industrial space. Ohio-based automotive supplier KTH Parts Industries has purchased 40 acres and is expected to begin construction on its facility in late 2026.

“Seguin’s population and job growth has been substantial and has garnered the attention of enough retailers to justify new class A development,” Alvis said in a statement.

For Target, the planned store would mark the retailer’s first location in the city and add another major national retailer to a development poised to reshape the area’s retail landscape.
