Texans seeking a license to carry a handgun can now apply through a new state website following a temporary pause in online services.

The Texas Department of Public Safety launched RSD Connect Thursday, replacing its previous online handgun licensing platform. The new system allows users to apply for a License to Carry, renew an existing license and check its status.

The launch restores services that were paused in September while DPS transferred records to the new platform.

Applications submitted before the transition will continue processing in RSD Connect, according to the agency.

DPS directs first-time applicants to complete the required training before submitting their application. The process includes four to six hours of classroom instruction, a written examination and a shooting proficiency demonstration with a certified instructor.

Applicants must also meet eligibility requirements, pay the required fees and provide supporting documents.

After applying, they must schedule fingerprinting using the service code for handgun licensing provided via email, the agency says.

DPS says applicants can complete the classroom portion online or in person. Applicants who take an online course must still complete the required range instruction and shooting assessment in person.

How much does it cost, and how long does it take?

The standard state application fee is $40 for either a first-time license or a renewal, although some applicants qualify for discounts. Fingerprinting carries a separate fee, according to DPS.

The agency lists standard processing times of approximately 60 days for an original application and 45 days for a renewal.

What if you already have a license?

License holders can submit renewal applications through RSD Connect up to six months before their license expires.

The platform also handles requests such as address changes and replacement licenses.

Do you still need a license to carry in Texas?

Texas allows eligible people to carry a handgun without a license, but the state’s permitless carry law did not eliminate the licensing program.

A Texas handgun license can provide benefits, including recognition in other states that honor it and use as an alternative to the federal instant background check when purchasing a firearm, according to DPS.
