A nearly 12-acre property that is home to a flea market could become a major development across from Fort Worth’s Panther Island, with multiple 20-story towers, retail, and office space planned.

At its meeting on Oct. 14, the Fort Worth Zoning Commission is set to review an application for a mixed-use development at 1000 N. Henderson St, the former site of the Henderson Street Flea Market.

The property, known as Half Isle, sits along the West Fork of the Trinity River, just off the riverbank next to the planned bypass channel that will create Panther Island.

The property, according to the zoning paperwork, is owned by SGB Bailey LLC and JGM McMahon LLC. The applicant is Fort Worth-based Boykin Land Company LLC.

20-story residential tower, office space, hotel

The development would include residential, office, hotel, retail, restaurant, and “public gathering” spaces, according to the zoning application.

Here’s what preliminary plans for the development include:

A 19-story residential towerA 20-story residential towerA 5-story muti-family buildingA 20-story office towerAn 18-story hotel and residential tower, with a bar and lounge, hotel valet, and a lobbyTwo retail buildingsMore than 400 total parking spacesFour food and beverage buildings

The land is zoned for buildings that are five to ten stories tall, with restrictions in place on surface street parking, the zoning paperwork says.

Developers are requesting a planned development district, with high-intensity mixed-use as the base zoning for a “modern mixed-use designation.”

The Fort Worth & Western Railroad runs just east of the site.

A representative for Boykin told the Star-Telegram on Monday, Oct. 5, that there are no immediate plans to shutter the Henderson Street market.

That representative declined to confirm any developers for the project or other details, but said the project would be “extremely positive for our city.”

The development, the zoning materials say, is meant to help create a gateway between downtown Fort Worth, Panther Island, and the city’s north and west sides.

Panther Island progress

Several aspects of Panther Island are expected to make progress in the coming months.

In late September, the U.S. Army Corps of Engineers announced the award of a $169 million contract for the construction of the northern portion of a bypass channel.

That bypass channel will serve as the flood control element of Panther Island. At completion, it will connect sections of the Clear and West forks of the Trinity River north of downtown.

At its meeting in September, the zoning commission approved amendments to Panther Island zoning codes that reflect the new Panther Island plan unveiled in 2024.

The zoning commission is expected to review the application for the Henderson Street development at its meeting on Oct. 14 at 1 p.m. at Fort Worth City Hall, 100 Fort Worth Trail.
