7th Court of Appeals hears Lubbock cases at Texas Tech Law School

  • October 13, 2026

LUBBOCK, Texas (KCBD) – The Seventh Court of Appeals, typically based in Amarillo, heard arguments Tuesday morning at the Texas Tech University School of Law.

Chief Justice Judy Parker, Justice Lawrence Doss and Justice Laura Pratt — all Texas Tech law graduates — heard three cases, two from Lubbock.

One is the state’s appeal in the case against Allan Montemayor, accused of beating 21-year-old Cypress Ramos to death in February 2022 and setting her body on fire inside a storage unit on North Frankford Avenue. The state is challenging a pretrial ruling that threw out evidence. At issue is whether police improperly gathered DNA evidence.

The panel also heard the appeal of Nathan Grassie, sentenced to life for abusing three children over nearly a decade. His attorneys claim prosecutors withheld information and the trial court improperly allowed hearsay testimony.
