The family of Xavier Hernandez joined civil rights advocates at the Texas State Capitol in Austin.
Sunday afternoon, the group called for greater accountability and transparency in law enforcement use-of-force cases.
The rally was hosted by Texas LULAC and Justice4Xavier and brought together families from across Texas to call for law enforcement reform.
Hernandez died on July 13, 2025, following an encounter with El Paso law enforcement.
His family has raised questions about the use of force, restraint procedures and the circumstances surrounding his death.

Hernandez’s mother, Angie Lujan, spoke at Sunday’s rally, emphasizing that people experiencing mental health crises should be able to seek help without putting their lives at risk.
“I want everyone here to understand something, experiencing a mental health crisis should never cost anyone their life. Asking for help should never put your life at greater risk,” Lujan said.
The rally followed an Oct. 2 meeting between Lujan, LULAC leadership and El Paso County District Attorney James Montoya. During that meeting, Montoya confirmed that Hernandez’s case would be presented to a grand jury.
The Justice4Xavier movement continues to call for transparency and accountability in Hernandez’s case, while organizers are seeking partnerships with local, county and state officials on law enforcement accountability and reform.
