Planning Commission Vice Chair Brian Mandel faces felony charges for allegedly threatening Louisville QB Miller Moss, head coach Jeff Brohm and Brohm’s family.

CORPUS CHRISTI, Texas — Corpus Christi officials have begun the process of filling a vacancy on the city’s Planning Commission after Vice Chair Brian Mandel resigned Thursday amid felony charges in Louisville.

Mandel had served on the commission for the past five years. His resignation came after a Jefferson County grand jury indicted him last week on allegations that he sent threatening text messages to University of Louisville head football coach Jeff Brohm, Brohm’s family and quarterback Miller Moss.

According to court documents provided to 3NEWS, Mandel was indicted on six counts of second-degree terroristic threatening and one count of criminal attempt theft by extortion over $10,000. The threats were allegedly made Nov. 8 and 9. University of Louisville President John R. Karman III said the threats were sent through text messages and confirmed that Mandel lives in Corpus Christi.

A family spokesperson told 3NEWS that Mandel traveled to Louisville on Tuesday evening to meet with University Police. Karman said he was arrested later that night. Court records show Mandel was arraigned Wednesday, and his next court date is scheduled for Feb. 17, 2026. The content of the messages has not been released.

With Mandel’s resignation now in effect, City Manager Peter Zanoni said the city secretary’s office will begin advertising the vacancy and preparing for a new appointment.

“The city council, working with the city secretary, will advertise for the vacancy to be filled,” Zanoni said. “Ultimately, city council will replace Mr. Mandel with another planning commission appointee. The full council approves it, and so probably in these upcoming months — I would say January, February — we could expect to see a reappointment to that vacancy.”

The Planning Commission reviews zoning cases, development proposals and long-range land-use recommendations. All members are appointed by the City Council.

City officials expect to name a new vice chair early next year. 3NEWS will provide updates as the appointment process moves forward.
