EL PASO, Texas (KFOX14/CBS4) — A 21-year-old man was arrested on Friday for allegedly dumping cement debris from a construction site into a desert area near Horizon City.
According to the El Paso County Sheriff’s Office, Carlos A. Moreno was arrested Oct. 10, after deputies responded to a call regarding illegal dumping on the 200 block of Farnborough Street.
Deputies said they met with a witness who said they saw a man dumping cement rocks in the desert area.

Eventually, deputies found a construction site nearby where they said they found cement debris that looked just like the one that had been dumped in the desert.
After a brief investigation, deputies ended up identifying Moreno as the suspect who allegedly dumped 21 cement rocks totaling 14.85 cubic feet of debris.
According to jail records, Moreno was booked into the El Paso County jail and charged with illegal dumping, with a bond set at $1,500.

Jail records show Moreno was released from jail Saturday after posting a surety bond.
Following the announcement of the arrest, El Paso County Sheriff Oscar Ugarte released a statement saying,
The Sheriff’s Office has zero tolerance for illegal dumping. We are committed to protecting our environment and preserving the beauty of our community. Individuals found responsible for polluting our county will be held accountable.
