Law enforcement officials are still looking to re-arrest a convicted Dallas murderer who was released from prison but was later added to the state’s most wanted sex offender list.
The Dallas County Sheriff’s Office issued an arrest warrant for 43-year-old Cecil Colby Smith in December 2021 for failing to register as a sex offender.
Four years later, there have still not been any updates or sightings of him by law enforcement, according to sheriff’s spokesperson Douglas Sisk.
Smith has a long list of prior crimes, including assault, sexual assault, murder and other charges dating back to the early 2000s, according to public court records and the Texas Department of Public Safety.
Crime in The News
In 2002, Smith was convicted in Dallas of violating a protective order, assault and stalking. He was given four years’ probation, according to the DPS.
In 2003, he was convicted of two counts of aggravated sexual assault of a child and sexual assault of a child after incidents involving a 13-year-old girl. He served five years in a state prison, according to his most wanted listing.
In 2009, he was accused and later convicted of murdering the same victim he had been convicted of sexually assaulting when she was 13, according to the arrest warrant-affidavit.
Brenda Dominguez died on Sept. 10, 2009, while at the Century Inn motel in the 2100 block of West Northwest Highway. Dominguez had been living with Smith and was in a relationship with him, according to the affidavit.
On the day of her death, Dominguez reached out to an older romantic partner and went with him to the motel, according to the affidavit.
As Dominguez and the man she was with were walking up a stairwell at the motel, Smith ran up behind them, yelled “look out,” and began firing a handgun, according to the affidavit.
Dominguez was shot twice, and the man she was with was shot three times. They both were taken to a hospital, where Dominguez later died. Smith’s relationship with Dominguez was confirmed to police by her sister, according to the affidavit.
During the investigation, detectives learned of Smith’s 2003 sexual assault of a child conviction and that the complainant in that offense was also Dominguez.
Smith was convicted of murder and aggravated assault with a deadly weapon in 2011 . After accepting a plea bargain Smith was sentenced to two concurrent eight-year sentences for both charges and allocated back time, according to the the Texas Department of Criminal Justice. He was released from prison in September 2017.
Smith has ties to Dallas, Amarillo and Oklahoma.
In August 2021, the Oklahoma County Sheriff’s Office issued a warrant for his arrest for child abuse by injury. The Dallas County Sheriff’s Office followed suit and issued a warrant a few months later in December.
Smith is 6 feet tall and weighs about 185 pounds. He also goes by the names Xavier Smith and Reginald Wright.
