Governor Abbott Announces Leadership Appointment
Texas Governor Greg Abbott has appointed Lubbock County Sheriff Kelly Rowe as the new Chair of the Texas Commission on Jail Standards (TCJS). The appointment extends Sheriff Rowe’s service beyond his current term, which was originally scheduled to end in 2027. He will now serve as chair until further notice from the Office of the Governor.

The Texas Commission on Jail Standards serves as the regulatory agency for all county jails and privately operated municipal jails in Texas. Its mission is to assist local governments in maintaining safe, secure, and compliant detention facilities, while providing guidance and oversight to ensure statewide consistency in jail operations.
Sheriff Rowe’s Experience on the Commission
Sheriff Rowe has served as a member of the Texas Commission on Jail Standards since 2015. During his tenure, he has worked with other state and local officials to review compliance standards, evaluate facility operations, and promote the welfare and safety of both staff and inmates.

In a statement following the announcement, Sheriff Rowe said he appreciates the opportunity to continue his work with the Commission.
“The Texas Commission on Jail Standards does tremendously important work, ensuring the safety and preservation of rights for staff and inmates inside Texas’ jails,” Rowe said. “I’m grateful to Governor Abbott for the opportunity to use my experience to serve the people of Texas.”
Impact of the Appointment
As chair, Sheriff Rowe will oversee policy direction and regulatory oversight for the state’s jail system. The Commission’s responsibilities include conducting regular inspections of county jails, reviewing new construction plans, and monitoring compliance with minimum standards related to safety, sanitation, and inmate welfare.
