Police arrested two men in a “jugging” where the men allegedly waited for a victim to pull money out of an ATM and then stole the victim’s vehicle, authorities said.

El Paso police arrested Randy Dronne Gray, 37, and Lamario Treveonne Gray, 35, on Friday, March 6, on one count each of burglary of a vehicle involving jugging and possession of marijuana, El Paso Police Department spokeswoman Detective Judy Oviedo said in a news release.

No attorneys are named in court records for the men.

“Jugging” is when criminals target customers after they withdraw money from banks. The Texas Legislature made jugging a separate criminal charge in the Texas Penal Code in 2025, after a rash of cases in recent years, including in El Paso. The law went into effect in September. The charge is a state felony with a maximum punishment of two years in jail.

Victim robbed after pulling cash from ATM

A 51-year-old man pulled out cash from an ATM at a bank about 5:35 p.m. on Friday, March 6, in the 9800 block of Gateway West near McRae Boulevard in East El Paso, the news release states.

The man returned to his vehicle, placed the cash inside and entered a store.

Randy Gray and Lamario Gray allegedly burglarized the car and took the money, the new release states. The news release does not state if the suspects are related.

Officers, along with an assistant from the Texas Department of Public Safety, found the two suspects and arrested them on the burglary of a vehicle involving jugging.

Randy Gray and Lamario Gray were each booked into the El Paso County jail on Saturday, March 7, on $15,000 bonds. They were released from jail on Sunday, March 8, after posting bail.
