El Paso City Plan Commission members on Oct. 23 voted to approve three amendments to the city’s Major Thoroughfare Plan that remove two previously proposed street segments and add a new collector intended to serve planned commercial development west of the outlet shops and the Montecillo subdivision.
Transportation Planning Administrator Anna Mesa Zent presented the package and said the changes are tied to local master plans for new development. “Approval of this amendment will align with that master plan, and that master plan will optimize connectivity for that proposed built environment,” Zent said during her presentation.
Zent told commissioners two deletions remove street segments that now run through proposed development and no longer reflect the on‑the‑ground plan. The third amendment extends a street identified in the presentation as “Vinderella” down to I‑10, a change staff said would “maximize connectivity” for Montecillo.
During questions, a commissioner asked whether nearby residents had been engaged. Zent said the package follows a longer planning process and that the community had been engaged with the related master plan and with staff. She also said Capital Improvements and other internal and external stakeholders participated in the review and that Foster (traffic consultant) evaluated impacts on traffic.
Chair Alfredo Borrego called for a motion after the presentation. Commissioner Smith moved to approve item No. 4 as presented; a second was recorded.
