As of 5:30 this morning, Jefferson County Judge Jeff Branick confirms the shelter-in-place is lifted and roads have reopened after a major fire at Valero.

Monday, first responders rushed to the Valero facility in Port Arthur after a reported explosion that sent thick, black smoke into the sky.

A shelter-in-place order was issued for the west side of Port Arthur.

Sheriff Zena Stephens says the explosion was likely caused by an industrial heater.
