AUSTIN, Texas — Three individuals from Texas’ 10 Most Wanted list have been apprehended in separate locations, authorities announced. Ryan Lewis, Tommie Kelly, and Tyler Palmer were captured in Milano, Houston, and Wichita Falls, respectively, between October 15 and 23.

Ryan Cade Lewis, a 26-year-old fugitive, was arrested in a Milano parking lot by Texas Department of Public Safety (DPS) Criminal Investigations Division (CID) Special Agents, in coordination with the Milam County Sheriff’s Office. Lewis had been wanted since April 2025 for two counts of aggravated sexual assault of a child, according to the DPS.

Tommie Delamont Kelly, a 34-year-old sex offender, was taken into custody at a car wash in Houston. The arrest was made by DPS CID Special Agents, Texas Highway Patrol Troopers, and the Texas Attorney General’s Office. Kelly had been wanted since May 2025 for failing to comply with sex offender registration requirements, stated the DPS.

Tyler Lee Palmer, a 29-year-old fugitive, was captured at a motel in Wichita Falls by DPS Special Agents. Palmer had been wanted for probation violations related to previous convictions of aggravated assault and possession of a controlled substance, according to the DPS.

The Texas Crime Stoppers program, funded by the Governor’s Public Safety Office, offers cash rewards for information leading to the arrest of individuals on the Texas 10 Most Wanted lists. In 2025, 58 fugitives, including 23 sex offenders and 13 criminal illegal immigrants, have been arrested, with $41,000 in rewards paid out for tips, according to the DPS.

To provide tips, individuals can call the Crime Stoppers hotline, submit a web tip through the DPS website, or use the Facebook tip link. All tips remain anonymous, and tipsters receive a tip number instead of using their name.

The DPS works with local law enforcement to select individuals for the Texas 10 Most Wanted lists. Current lists and photos are available on the DPS website. Authorities caution the public not to attempt to apprehend these fugitives, as they are considered armed and dangerous.
