A new nationwide study from Action Network ranked El Paso as the #2 safest city in the U.S. for Halloween 2025, coming in just behind Arlington, Texas. So if you’re planning to take your kids trick-or-treating in any of the El Paso hotspot neighborhoods, you can do it with confidence- and a full candy bag.
Texas Takes Some of the Top Spots
Texas showed up strong in this year’s Trick-or-Treat Risk Index, which analyzed data from 50 major U.S. cities. Arlington took the top spot, while El Paso landed comfortably in second place- way ahead of other big metros like Houston, which scored a 31% risk rate.

The study looked at crime statistics, DUI rates, lighting, and pedestrian safety to determine which cities were most- and least- likely to experience Halloween-related incidents.
El Paso by the Numbers
According to the report, El Paso has an 11% implied probability of a Halloween-related incident, about one in nine odds, compared to a 35% national average.
That means El Paso is nearly three times safer than the average U.S. city when it comes to trick-or-treat night. Researchers credited the city’s low violent crime rate, low DUI rate, and community-oriented neighborhoods as major factors.
For locals, this ranking is no surprise. From Cielo Vista to Kern Place, El Paso neighborhoods are known for going all out on Halloween; well-lit streets, community watch programs, and neighbors who actually know each other.
