EL PASO, Texas (KTSM) — A traffic stop for speeding in East El Paso escalated when a man was tased by officers during an arrest over the weekend, Friday, April 24, according to court documents obtained by KTSM 9 News.
As KTSM previously reported, a man, identified as 37-year-old Gene Thomas Morales, is seen in a video being pulled over. He is seen in the video talking with an officer.
In the video, more police officers show up to the traffic stop, and Morales is seen being tased and taken out of his vehicle.

Morales is facing the following charges: failing to identify, speeding, and resisting arrest, search or transport. He was booked at the El Paso County Detention Facility on a total bond of $1,462. He posted bond the same day, according to jail records.
According to the arrest affidavit, an officer was posted with a mounted radar on Friday at the 10000 block of Springwood Drive, facing westbound. The officer stated that he saw Morales in his rearview mirror come over the blind hill traveling at 47 mph in a 30 mph zone.
The officer stated in the court documents that he confirmed the speeding by “tone and visual confirmation.” The officer confirmed the 47 mph on the radar, but by the time the officer locked the speed, Morales allegedly slowed, and the locked speed showed 43 mph.
The officer activated his lights, began a traffic stop, and Morales stopped along the 10400 block of Davwood Lane.
The officer asked for Morales’ ID, to which he allegedly said, “I just need to see proof of my speed limit,” according to the affidavit. The officer replied that he did not have an obligation to show visual proof of the stop at the time.
Morales and the officer went back and forth, with Morales allegedly asking to call his lawyer and calling 911. The officer allegedly asked Morales multiple times for his ID.
“Are you refusing to ID?” The officer asked. “I didn’t say that,” Morales said. “Well, you are because you’re not IDing.” The officer said.
The officer allegedly informed Morales that he was legally detained and was required to show ID, according to court documents. Additionally, the officer told Morales that he was going 47 mph in a 30 zone.
Morales allegedly said that he didn’t understand and claimed he needed to see proof.
“What’s my crime then?” Morales asked. “Speeding 47 mph in a 30 mph zone,” The officer replied. “Yeah, but what’s the crime?” Morales asked. “I’ve informed you of the crime. I’m telling you what you did. I’ve introduced myself as an El Paso police officer, and I’ve requested your ID, to which you have refused to give me,” the officer said, according to the arrest affidavit.
The officer then asked Morales to provide ID or step out of the vehicle, and opened Morales’ vehicle door. In the court documents, the officer allegedly asked Morales to step out of the vehicle five times, all of which Morales refused.
According to the affidavit, the officer requested additional units, while waiting for Morales to exit the vehicle, and again refusing to do so.
When responding officers arrived, they went to Morales’ door and instructed Morales to exit the vehicle. “(Morales) continued to resist and pull away from officers,” read court documents.
One officer allegedly reached into the vehicle and removed Morales’ seatbelt, and Morales continued to pull away from officers. One officer told Morales that he was going to tase him if he continued to resist.
According to the arrest affidavit, Morales allegedly pulled away from officers and one officer fired his stun gun.
The documents read that the first stun was “ineffective.” Another officer allegedly deployed his stun gun and the second firing was “partially effective.”
Officers then were able to remove Morales from the vehicle, but he allegedly continued to struggle. One officer fired his stun gun again, and Morales was subdued and handcuffed.
