The Texas Transportation Commission recently approved a $1.47 billion design-build contract for the State Highway 99 Grand Parkway Segment B-1 in Brazoria and Galveston counties. The final award and execution is expected this summer, with a projected overall completion date of late 2031 or 2032.
From a pool of three applicants, the Texas Department of Transportation (TxDOT) selected Ferrovial Construction-Webber 99 for design and construction.
“The project includes the design, construction and maintenance of two tolled lanes in each direction along SH99 from south of FM 2403 to FM 646, and non-tolled improvements along both SH99 and SH35,” according to TxDOT. “The project is approximately 15 miles in length and will provide important connectivity and serve as an emergency evacuation route.”
Improvements will also include two direct connectors at the SH 35 interchange and about 6 miles of operational improvements along SH 35, including 1.3 miles of non-tolled main lanes and frontage roads, according to the TxDOT website.
In total, the design-build cost estimate is $1.96 billion—most of which will come from toll revenue, though a small portion north of the SH 35 interchange will be supported by state funds. As of December, TxDOT anticipated a spring 2027 start date.
Parkway Segment B Project Division Director Greg Steiger referred to the project as “critical” during the Texas Transportation Commission’s late April meeting.
“Ultimately this project is designed to deliver significant long-term benefits to the region by improving safety, mobility, connectivity, opportunities for economic development and alternative routes for an emergency evacuation,” Steiger said.
