EL PASO, Texas (KTSM) — A 28-year-old woman was arrested after allegedly spitting on an officer multiple times while being detained and admitting to possessing marijuana, according to the Horizon City Police Department.
Esperanza Mondragon was arrested for harassment of a public servant and possession of marijuana. She was booked into the El Paso County Detention Facility.

On Monday, May 11, officers were dispatched to the area of North Kenazo Avenue to a report of a woman allegedly exposing herself in public and causing a disturbance.
When officers arrived, they found the individual, identified as Mondragon. During the encounter, Mondragon became “verbally aggressive” toward officers and allegedly threatened them, according to HCPD.
When officers attempted to detain her, Mondragon allegedly spat on an officer multiple times.
As a result of the incident, investigators obtained an arrest warrant for her.
On Tuesday, May 12, police located Mondragon in Horizon City and took her into custody without incident.
During the arrest, Mondragon allegedly admitted to possessing marijuana. Officers recovered a small quantity of the drug from her person.
“The Horizon City Police Department remains committed to protecting public servants and maintaining the safety and quality of life within the community,” read part of the release from Horizon City police.
In September 2025, Mondragon was charged with hindering apprehension of a wanted person and interference of public duties in an incident involving her brother with the El Paso County Sheriff’s Office.
