What began as a review of aging infrastructure has evolved into a sprawling fight over repairs, relocation and the future of downtown Dallas.
• Aug. 29, 2025: Dallas Mayor Eric Johnson directs the City Council’s finance committee to study whether City Hall meets the city’s needs and what to do with the aging building long term.
• Oct. 21, 2025: City officials tell the committee that City Hall faces major deferred maintenance, with repairs estimated between $150 million and $345 million. They outline three options: maintain the building, fully renovate it or pursue a new City Hall.
• Nov. 12, 2025: The council formally launches a broader review to examine repair costs, office space needs, market studies and whether the city should lease, buy or build elsewhere. City Manager Kimberly Bizor Tolbert gives city-affiliated group, the Economic Development Corp., the charge to put together estimates.
• Feb. 20, 2026: Engineering company AECOM and other consultants recruited by the EDC report that the building needs about $329 million in near-term repairs and that broader long-term modernization would top $1 billion over 20 years.
• March 4, 2026: After hours of debate, the City Council splits 9-6 to continue studying both repair and relocation options while also exploring redevelopment possibilities for the site and possible moves for 311, 911 and emergency operations.
• April 4, 2026: Tolbert formally launches a two-track process: get new consultants to develop phased repair plans for City Hall while also evaluating relocation and redevelopment opportunities.
• May 17, 2026: City releases report from the new consultants, Lizzie Gerock with Gresham Smith and former Goldman Sachs development executive Will Mundinger, outlining two new Dallas City Hall repair paths: fully vacate the building for a faster three-to-five-year overhaul or keep it open during phased repairs that could take about a decade and potentially cost more.
