EL PASO, Texas (KTSM) — El Paso County has received strong credit ratings from two of the nation’s leading rating agencies, as the County prepares for its upcoming bond sale.
Moody’s Ratings assigned the County an Aa2 rating with “stable outlook” to the County’s Series 2026 General Obligation and Refunding bonds.
In its report, Moody’s cited that the rating reflects El Paso County’s “strength of the local economy and considerable commercial, industrial and residential development that is expected to continue,” the County said in a news release.
Fitch Ratings also reaffirmed the County’s AA+ rating with a stable outlook designation, referencing the County’s “high midrange budgetary flexibility.”
Fitch further highlighted the County’s “economic and institutional strength given the County’s role as an economic, educational, and employment anchor on the U.S./Mexico border for the large and growing metropolitan statistical area.”
The continuation of these strong ratings comes amid a year marked by heightened global and national economic volatility, including fluctuating interest rates, inflationary pressures, and broader uncertainty in financial markets, the County said.
Despite these challenges, El Paso County has continued to demonstrate fiscal stability, conservative budgeting practices, and resilience, it added.
The upcoming bond sale will support continued implementation of voter-approved Capital Improvement Bond projects authorized under the 2024 bond election. Projects include strategic investments in County parks, a new medical examiner’s office and the County’s first animal shelter.
“Maintaining these strong ratings during a period of economic uncertainty reflects the County’s disciplined financial stewardship and long-term planning,” said El Paso County Judge Ricardo Samaniego. “These affirmations reinforce that El Paso County is making responsible investments in infrastructure while protecting taxpayers and maintaining the financial flexibility needed to serve our community well into the future.”
“These ratings demonstrate that El Paso County continues to take a balanced and responsible approach to growth,” said County Commissioner Iliana Holguin. “Even in a challenging economic environment, the County remains committed to investing in projects that improve quality of life while safeguarding the County’s long-term financial health.”
