EL PASO, Texas (KTSM) – A 29-year-old man is facing charges of animal cruelty after authorities discovered multiple dogs living in what El Paso County officials described as “neglected” and “poor” conditions.

Following a joint investigation by the El Paso County Sheriff’s Office and the El Paso County Animal Welfare Unit, Emanuel Guillermo Torres Aguilar was arrested on three counts of cruelty to non-livestock animals.

According to investigators, Animal Welfare Officers, deputies, and detectives responded on May 26, 2026, to the 12700 block of Montana Avenue after receiving a report of suspected animal cruelty involving multiple dogs.

When authorities arrived at the property, they found three dogs living outdoors in poor conditions. Officials reported that the animals had inadequate shelter, limited access to food and water, and were restrained with heavy chains. One dog was discovered inside a small wire cage exposed to direct sunlight and without access to water. Investigators also noted that two of the dogs appeared malnourished.

All three dogs were reportedly removed from the property and placed into the care of Animal Welfare officials.

Following the investigation, detectives secured three arrest warrants for Torres Aguilar on charges of cruelty to non-livestock animals. Bond was set at $2,000 for each count.

Authorities said Torres Aguilar voluntarily surrendered at the East Montana Patrol Station on May 29. He was then taken to the El Paso County Detention Facility, where he was booked without incident.

“Animals depend on their owners for proper care, food, water, and shelter,” said Sheriff Oscar Ugarte in a statement. “When those basic needs are neglected, we will work with our Animal Welfare partners to investigate and hold those responsible accountable. Protecting vulnerable animals remains a priority for our office.”
