EL PASO, Texas (KFOX14/CBS4) — A 29-year-old man was arrested on Friday after authorities found three dogs living in poor conditions in Far East El Paso.
According to the El Paso County Sheriff’s Office, Emanuel Guillermo Torres Aguilar was arrested and charged with three counts of cruelty to non-livestock animals after investigators found on May 26 three dogs at the 12700 block of Montana Avenue reportedly chained outdoors without adequate shelter and access to food or water.
Furthermore, of the three dogs, two reportedly appeared malnourished, and one was said to be kept in a small wire cage in the sun without water.

After the discovery, an investigation resulted in three warrants for Aguilar’s arrest.
On Friday, the Sheriff’s Office said Aguilar surrendered himself at the East Montana Patrol Station and was booked into the El Paso County Downtown Jail.
According to jail records, a bond was set at $6,000 for all three charges.

Jail records show Aguilar has posted a personal recognizance bond; however, as of Monday morning, his release date has not been updated.
Following the news of Aguilar’s arrest, El Paso County Sheriff Oscar Ugarte issued the following written statement reminding pet owners of their responsibility to provide for their pets.
“Animals depend on their owners for proper care, food, water, and shelter,” Ugarte said. “When those basic needs are neglected, we will work with our Animal Welfare partners to investigate and hold those responsible accountable. Protecting vulnerable animals remains a priority for our office.”
