EL PASO, Texas (KFOX14/CBS4) — A human rights advocacy group in El Paso held a press conference Monday to present alleged human rights violations by authorities in the Borderland.
On Monday afternoon, the Border Network for Human Rights held a press conference to detail a total of 128 allegations of human rights violations perpetrated by the El Paso Police Department, El Paso County Sheriff’s Office, and Immigration and Customs Enforcement in El Paso in 2026 and 2026.

This is all part of BNHR’s campaign “The Abuse of Authority Documentation Campaign,” an annual effort that encourages community members to denounce and document incidents they say involve abuse by local, state and federal law enforcement personnel at the U.S. southern border.

BNHR broke down the allegations per agency:
EPPD
10 cases with a total of 53 alleged human rights violations, involving improper use of force and non-lethal weapons resulting in deaths.El Paso Sheriff’s Office
11 cases with 24 alleged abuses, expressing concern over the agency’s collaboration with ICE and the 13 in-custody deaths at county jails from 2025 – 2026.ICE
13 cases, 51 alleged abuses, involving warrantless searches of minority owned businesses, family separations, inhumane conditions at detention centers and three in-custody deaths of migrants.

Besides these numbers, BNHR also shared what it calls “recommendations” as the advocacy group plans to meet with these agencies to propose action– except with ICE, as BNHR said Congress needs to step in.
The recommendations include creating an independent commission to investigate/oversee El Paso police and the sheriff’s office, more funding towards law enforcement teams that handle mental health crises, the City and County teaming up to create a human rights commission and asking Congress to hold the Department of Homeland Security accountable and investigate detention centers.
