Conroe ISD’s 2027 budget will include a state-required pay increase for some teachers but a salary freeze for all other district employees.
Trustees unanimously approved the plan on Tuesday.
Finance Director Karen Garza said the cost to the budget will be $700,000. Trustees are set to adopt the 2026-27 budget in August.
The employee compensation plan for the upcoming school year will increase salaries for teachers with three and five years of experience, Garza said. Pay for teachers who reach three years of experience will rise to $64,250 from $63,850 and those who reach five years of experience will see their pay increase to $67,200 from $64,700.
“We did that with the clear understanding that we would not be able to provide raises to our employees this year,” Garza said.
For 2025-2026, teachers with one to two years of experience received an $2,100 and teachers with three to four years of experience received a hike of $2,500. Teachers with five or more years of experience got a $5,000 increase. Veteran teachers with five to nine years of experience received an additional $300 and teachers with 10 or more years of experience saw an extra $500. Starting pay for teachers was set at $63,500.
The plan also included pay increases for non-teaching staff of 3.5% for administrative staff, 4% for police and technology staff, and 6% for auxiliary, administrative and instructional support staff. The district also increased the daily rate for substitutes by $5 and for paraprofessionals by $10.
“We would love nothing more than to be recommending an across-the-board pay increase for our employees tonight,” Garza said. “However, the funding is simply not there.”
