Houston Independent School District (HISD) is changing the rules for who can walk into a school sporting event this fall—and one new requirement may have some teenage fans less than thrilled.
Starting Aug. 1, HISD will require all spectators under 18 to show a valid student ID before entering UIL middle and high school athletic events. But the bigger change: minors will also need to be accompanied by an adult chaperone, with a few exceptions.
The rule might sound like a major buzzkill for students hoping to meet up with friends, cheer on their team or catch a game without a parent nearby. But there is an important catch: the chaperone requirement does not apply to HISD high school students or competing UIL student-athletes.
HISD says this policy “prevents minors from being unsupervised, especially after the game as they are awaiting rides home.”
So, if you’re an HISD student, no need to worry about a parent or chaperone harshing your vibe as you try to meet up with your friends or school crush. But for those out-of-district interlopers, you’re (sadly) out of luck.
The new chaperone policy isn’t the only safety initiative now in place for HISD for the 2026-27 school year. HISD announced a clear-bag policy for all district sporting events, banning standard backpacks, drawstring bags, grocery bags and purses from district sporting events. Clear bags, backpacks and clear plastic bags are still allowed, as are diaper bags, as well as small purses, clutches and fanny packs.
Approved bags include clear backpacks or bags up to 12 inches by 6 inches by 12 inches, clear purses, clutches or fanny packs up to 5.5 inches by 8.5 inches, one-gallon clear plastic bags, diaper bags and medically necessary bags.Per HISD, all bags are still subject to visible inspection upon entry.
The clear-bag policy does not apply to student athletes carrying equipment.
“Though we’re really blessed that we don’t have a lot of issues, our athletes have prepared too hard and too long to let something stop them,” Dr. Andre’ Walker, HISD’s Executive Director of Athletics, said in a statement. “The objective is for fans to come out and truly enjoy the game experience and not have to worry about safety or supervision.
“We don’t want to turn anyone away, but we do want to make sure we’re doing everything possible to ensure everyone’s safety,” Walker said.
Scanners and bag inspections will remain in place at HISD events in 2026-27, continuing a policy from 2025-26. Items carried in pockets are still allowed, as are stadium seats, blankets, and small personal umbrellas.
The new rules put HISD in line with a growing trend among Texas school districts, where athletic departments have increasingly added security measures such as clear bag policies, ID checks and stadium screenings.
HISD’s new chaperone requirement is stricter than policies at many other large Texas school districts, though some districts do have similar rules for younger fans or students without identification. Dallas ISD, for example, requires students attending district-hosted games without a parent, guardian or responsible adult to show a current student badge from the competing school. Students without IDs generally need an adult to enter, and middle and elementary school students must be accompanied by an adult. Other large districts, including Northside ISD and North East ISD in San Antonio, emphasize measures such as clear bags, security screenings and prohibited-item rules rather than broad adult supervision requirements for teen spectators.
