Austin Community College officials are preparing to hold a public hearing for a potential ballot measure that could annex Pflugerville ISD’s territory into ACC’s taxing district, allowing students living within PfISD’s boundaries to access ACC’s in-district tuition rates and other opportunities.

The public hearing will be held July 16 at 5 p.m. at PfISD’s Learning and Technology Center, located at 1601 W. Pecan St. in Pflugerville.

How we got here

A petition from Pflugerville residents that sought to place the annexation item on the November 2026 ballot was unanimously accepted during a special ACC board of trustees meeting June 15, as previously reported by Community Impact.

A Texas Education Code required that residents within the PfISD enrollment boundaries collect signatures from at least 5% of registered voters living within the proposed annexed territory in order to bring the petition before the board. The petition garnered 5,483 signatures, surpassing the required 3,988 signature threshold.

“Because of the great effort that communities often undertake to successfully complete annexation petition drives, once it is determined that the petitioners have passed the threshold, it is customary for the board to accept the signatures,” ACC officials said in an email to Community Impact.

Per a news release, residents would immediately qualify for ACC’s in-district tuition and fee rate of $85 per credit hour if annexation is approved. Students who live outside the ACC District currently pay $286 per credit hour with a $201 out-of-district fee.

Annexed residents would also be eligible to run for the ACC board of trustees and vote in ACC board elections, per the release.

Per the release, a resource fair for residents to learn more about the college’s programs and services and meet faculty and staff will also be held at the hearing. ACC officials will be available to provide information about the proposed annexation, including the property tax implications outlined in the proposed service plan.

“Annexation is an important community decision, and local voters will determine whether Pflugerville joins the ACC District,” said Chris Cervini, ACC vice chancellor of Community and Public Affairs, in the release. “We encourage residents to attend the public hearing, ask questions, review the proposed service plan, and make an informed decision based on the facts.”

Next steps

Following the public hearing, the ACC board of trustees will next consider an order to place the annexation proposition on the November 2026 ballot.

Per ACC officials, voters living within PfISD’s territory who are not already living within the ACC taxing district will be eligible to vote for the measure. If approved, the in-district changes would occur immediately upon certification of the election in November, and residents would be eligible for in-district tuition in January 2027.

Officials also said in an email to Community Impact that the college has a “strong working relationship” with PfISD, as it does with other school districts across its service area.

“ACC has strategically been seeking to deepen its collaborations with PfISD as that community has grown and its workforce has diversified,” officials said. “Should annexation pass, ACC contemplates working much more closely with PfISD in PfISD facilities such as the new CTE building to expand services and deliver instruction to ISD students and the adult learner community, as well.”
