Corpus Christi City Council approves $7.4 million affordable housing action plan

The Corpus Christi City Council has approved a new affordable housing action plan that will invest nearly $7.5 million in federal funding to improve neighborhoods, expand housing opportunities and support residents experiencing homelessness.

Council members approved the Fiscal Year 2027 Annual Action Plan during Tuesday’s regularly scheduled meeting. The plan secures $7,443,430 in funding from the U.S. Department of Housing and Urban Development for programs running from Oct. 1, 2026, through Sept. 30, 2027.

The funding is divided among three federal grant programs:

The Community Development Block Grant will receive $3,703,414 for housing repairs, public facility improvements, curb and sidewalk repairs, and code enforcement.

The HOME Investment Partnerships Program will receive $3,507,376 to support affordable housing construction, expand rental housing opportunities and provide assistance for homebuyers.

The Emergency Solutions Grant will receive $232,640 to fund emergency shelters, homelessness prevention efforts and rapid re-housing services.

The Annual Action Plan serves as the fourth update to the city’s five-year Consolidated Plan, which guides how federal housing funds are invested to address local needs.

City officials said development of the plan included two public input sessions, consultations with 30 organizations, a public comment period lasting more than 30 days and a formal public hearing.

As part of the ordinance, council members also authorized city staff to execute required agreements with the Department of Housing and Urban Development, oversee environmental reviews and continue funding 17 full-time positions, including five code compliance officers responsible for neighborhood enforcement.
