BRYAN, Texas (KBTX) – City of Bryan Councilmember and Mayor Pro Tem, James Edge, joined KBTX Monday morning to talk about the city council’s decision to vote to add the Texas Avenue medians to the November ballot.
On Tuesday, August 11, Bryan City Council voted unanimously to place the Texas Avenue medians measure on the November ballot.
Edge said the people who organized the process to change the charter amendment to allow the removal of the medians were successful in securing the required number of signatures to place the measure on the ballot.
However, he warned that concerned citizens should still manage their expectations, even though the measure will be on the ballot.
“A city charter amendment does things, and there are certain things it doesn’t do. A city charter amendment cannot conflict with state law,” Edge said.
Since Texas Avenue is a state highway, Edge said there is some question as to whether TXDOT would care much about a charter amendment within a city.
He also said a charter amendment cannot make financial decisions for a city. That has to be done through city ordinances.
“I just want people to understand that simply passage of that charter amendment is not going to remove anything from Texas Avenue right off the bat,” Edge said.
Edge said the city is working to address some of the worst problems the medians have posed (e.g., hurting businesses, impacting first responders). This includes making improvements to allow U-turns in some areas and adding a couple of traffic signals.
As far as the cost goes for a full-scale project, Edge said he was told it would cost somewhere around $13-$14 million and would possibly have to be done through a bond election.
