EL PASO, Texas (KTSM) – A woman was charged with murder in connection with the death of Daissy Guadalupe Moreno, whose body was discovered inside an El Paso apartment days after she was allegedly taken there following an altercation at a party. On Friday, August 21, a judge allowed the murder suspect to be released from custody.
Regan Shameika Anderson, 37, is accused of killing Moreno on or about July 18 at an apartment at 3613 Fred Wilson Avenue, according to a complaint affidavit. Judge Dick Alcala set her bail at $750,000 during a hearing on Friday. She is being held at the downtown jail.
“If you make that bond, you will be under intensive supervision with restrictions and reporting consistent with that level,” he told Anderson. “You have to comply with other conditions that I have put in all my bond orders.”
Investigators determined Moreno died from multiple stab wounds and strangulation-asphyxiation, with a plastic bag over her head contributing to her death, according to the charging papers.
According to investigators, on July 17, an argument broke out after Moreno claimed she was a police informant during a party at an apartment on Leavell Avenue. She was reportedly removed from the apartment and placed inside a black Nissan sedan with Anderson, Devyuan Jamal Williams Kee and Holli Ann Soper.

Surveillance footage captured Anderson and Moreno arriving at Kee’s home at 3613 Fred Wilson Avenue early in the morning on July 18. The affidavit states the three adults entered the apartment with Moreno. Then in the afternoon, surveillance video showed Anderson, Kee and Soper leaving the apartment together. The court document noted that Moreno was not seen leaving with them.
Investigators later received information that Anderson had allegedly confessed to the killing. According to the affidavit, Anderson told a “confidential source” on July 19 that she stabbed Moreno in the neck while Soper held the victim down. Kee reportedly witnessed the killing but “did not intervene,” according to the affidavit.
The affidavit states that Anderson allegedly attacked Moreno over drugs and a sexual relationship Moreno reportedly had with Kee, who investigators described as Anderson’s romantic partner. Anderson also allegedly offered the confidential source $250 to help dispose of Moreno’s body.
Officers discovered Moreno’s decomposing body inside the apartment on July 23. The affidavit states her body was wrapped in a shower curtain, with a bottle of bleach nearby and a plastic bag over her head.
Investigators also recovered fingerprints belonging to Anderson and Kee inside the apartment where Moreno’s body was found.
Digital evidence cited in the affidavit included Facebook Messenger messages and calls in which Soper allegedly told a witness that Anderson had stabbed Moreno and that “they got rid of the problem.”
Another witness, identified as Andrew Aguilar, told investigators that Anderson admitted to killing Moreno and asked for help moving the body to New Mexico, according to the affidavit.
Anderson is facing a murder charge in connection with Moreno’s death. She appeared before a magistrate judge on Friday, August 21 for her bond hearing.
Anderson’s bail was set as a $750,000 surety bond. The judge placed Anderson to be under intensive supervision and ordered her to report to a probation officer.
