HOUSTON – 2 Helps You on this Monday is examining a parking lot in southwest Houston that neighbors say is causing flooding issues. Residents say the construction of the lot allegedly did not match with plans submitted to the city.
Robert Willard tells 2 Helps you, the pour was done, “with no permit and without a city of Houston site inspector” adding it was done at night back in 2023.
Since then, Willard says he’s been attempting to alert the city that his new neighbor is parking trucks and semis a few feet from his backyard.
Willard says construction of the lot has also resulted in flooding issues for he and his neighbors, “He also doesn’t have the stormwater system he is supposed to have and it’s impacting my property,” said Willard.
Another point of contention is that there is no permanent fence. The company has yet to replace the temporary fence that is leaning at various locations.
The City’s of Houston’s 311 records show twenty reports tied to the address.
2 Helps You reached out to the city last week and again on Monday to get the city’s perspective on the allegations from Willard and his neighbors. The Office of Mayor John Whitmire sent us a lengthy email describing two citations that issued against the property, “1st Citation issued (Failure to comply with an order from the building official, No Certificate of Occupancy, and for no compliance to Landscape Buffer requirements)”, according to the city. They also added that in that first citation, which was issued to the owner, “A warrant was issued for failure to appear.”
The 2nd citation issued had the same language but was directed at the property’s business manager. According to the city, “Arraignment is scheduled for 9/23/2026.”
Bottom line from Mayor Whitmire’s office, “The City of Houston is aware of the citations in relation to the property located at 12626 West Bellfort. If the persons involved in the irregularities described in the citations are found at fault, they will be held accountable.”
