HOUSTON – The Houston Police Department says it is investigating certain usages of the Flock camera system by officers for potential policy violations.
The department didn’t disclose how many officers are being looked into, but said it has identified usage that is being investigated further.
“Any policy violations discovered will be investigated by HPD’s Internal Affairs Division. During the audit process, some accounts have been placed on hold,” the department said in a statement to KPRC 2.
In recent weeks, multiple Houston-area law enforcement agencies have announced investigations or disciplinary measures have been taken against officers for alleged misuse of the system.
One case out of Katy led to an arrest. Former Katy police officer Sergio Guadalupe Rodriguez is charged with with stalking and misuse of official information after he allegedly used the Flock camera system track his ex-wife. He also allegedly placed a tracker on his ex-wife’s vehicle.
Several Houston-area cities have also debated about continued usage of the cameras in their cities. League City voted to place a proposition on the November ballot asking residents whether the city should continue using the cameras.
In Conroe, the city council voted on August 13 on whether to place a binding proposition concerning the city’s Flock cameras in the November ballot. The motion did not receive the three votes needed to advance.

“The use of automated license plate recognition systems by Houston Police Department personnel is regularly reviewed. The department has identified usage that is being investigated further.
