The city of Fort Worth is competing against three other cities for a Carrier Corp. manufacturing plant valued at $433.8 million that could bring nearly 500 jobs.
The Fort Worth City Council heard a presentation from the Economic Development Department on the project at its Aug. 25 work session. The city is proposing a seven-year tax abatement agreement valued at $10.9 million as an incentive for the company to bring the plant here, according to Brianna Brown, assistant economic development director. The city would also nominate the company for a Texas Enterprise Zone grant with an estimated value of
$2.5 million.
In return, the company, based in Palm Beach Gardens, Florida, would agree to a minimum capital investment of $433.8 million in a new plant by the end of 2028. Of that, $36 million would be spent on real property construction costs and $397.8 million on equipping the plant. The company would also pledge to spend 30% of construction costs with small businesses and provide a minimum of 495 jobs by the end of 2029 with a minimum average salary of $75,000.
According to the presentation, Fort Worth is competing against sites where property taxes are lower and closer to Carrier’s current U.S. operations in Florida and North Carolina. The incentives would help level the playing field for Fort Worth, Brown said. One location in Virginia has a property tax rate half that of Fort Worth, and the other in Alabama has a rate one-quarter that of Fort Worth.
If the project moves forward, Carrier’s new plant would be in good manufacturing company. The proposed location, Alliance Westport 12, at 1501 Distribution Drive in AllianceTexas, is next to the recently opened Wistron plant, which manufactures components for data centers. Alliance Westport 12, currently under construction by Hillwood, is a 1.2 million-square-foot building.
Attracting Carrier’s plant to Fort Worth would “enhance our manufacturing cluster,” Brown told the council.
Carrier, which had $21.5 billion in sales in 2025, operates in 150 countries and has 47,000 employees worldwide. This project would represent the “single largest investment that Carrier has made in its history,” Brown said in her presentation.
In May 2025, Carrier announced plans to invest $1 billion over five years in U.S. manufacturing, which is expected to create 4,000 jobs in research and development, manufacturing and field service. According to the company, the additional investment will fund the expansion of existing facilities and construction of a manufacturing site to support the production of components for heat pumps and battery assemblies, as well as support innovations in liquid cooling for data centers and battery-enabled technologies.
Carrier plans to make a decision on the new manufacturing plant in the third quarter of this year, according to Brown.
The council is expected to vote on the incentives at its Sept. 15 meeting.
