They were arrested with assistance from the El Paso Police Police Department’s Gang Unit, the Texas Department of Public Safety and the Texas Rangers.
At about 3:40 a.m. Saturday, Sept. 12, police responded to Upper Tom Lea Park, along the 900 block of Rim Road.
There, they found two 20-year-old men — Joshua Michael Himes and Francisco Javier Ignacio — dead on the roadway.
During the investigation, the Crimes Against Persons Unit learned that a group of people were drinking at the park when an altercation broke out between the victims and the suspects.
The suspects shot the victims and then fled the scene in a vehicle, El Paso Police said.
