The City of Dallas met with Joppa residents for the third time Tuesday Oct. 20 to discuss a proposed rezoning plan aimed at shaping the future of the historic South Dallas community.
Initiated by the city earlier this year, the proposal covers more than 660 acres and includes 272 properties. During the meeting, residents and city representatives discussed ways to protect existing homes, expand access to essential services and reduce the effects of industrial activity on the neighborhood.
Residents emphasized the need for more affordable housing and greater opportunities for local businesses, including grocery stores and laundromats. Improving environmental conditions and preserving Joppa’s character were also among the community’s priorities.
A central concern throughout the discussion was limiting the impact of industrial operations on residents. Both community members and city representatives expressed a shared interest in reducing industrial impacts, and the meeting included agreement that the proposed rezoning would not allow for data centers.
Residents also raised concerns about preventing displacement, protecting existing homes and removing zoning barriers that may limit opportunities for small businesses. Other priorities included expanding access to industrial employment opportunities while avoiding new loud industrial operations that could further affect residents’ quality of life.
Improved access to Interstate 45 was another issue identified during the discussion, as residents highlighted the importance of connectivity and economic opportunity for the community.
Although the proposed rezoning is intended to guide future development, changes to zoning regulations could also affect how certain existing and future businesses operate on a daily basis. The details of those potential impacts will depend on the final zoning provisions adopted by the city.
The City of Dallas plans to make adjustments to the rezoning proposal following community feedback. The revised plan could move to the City Planning Commission (CPC) in the coming months as the process continues.
