Texas investigating global retailer Shein over labor, safety concerns

  • December 1, 2025

Texas Attorney General Ken Paxton has opened an investigation into global fast-fashion giant Shein, examining whether the company violated state laws involving labor practices, product safety and consumer privacy.

Paxton’s office announced Monday that the probe will look into Shein US Services LLC Corporation and its affiliates, focusing on concerns raised in recent years about the retailer’s supply chain and manufacturing standards.

“Safe, non-toxic material and products are another key ingredient to the Make America Healthy Again movement,” Paxton said in the announcement. “Any company that cuts corners on labor standards or product safety, especially those operating in foreign nations like China, will be held accountable.”

He added that Texans “deserve to know that the companies they buy from are ethical, safe, transparent, and not exploiting workers or selling harmful products.”

Shein, which generated more than $30 billion in global revenue in 2023, operates primarily online and sells a wide variety of clothing, accessories and home goods. While the company markets itself as a responsible and innovative retailer, reports over the last several years have questioned its use of forced labor, potentially unsafe materials and aggressive marketing tactics.

Paxton’s office said investigators will review whether Shein’s supply chain relies on toxic or hazardous materials, and whether the company misled consumers about product safety or ethical sourcing. The review will also look at how the company collects and handles user data, a practice that could affect millions of American shoppers.

Shein has not yet responded publicly to the Texas investigation.
