1. Texas laws taking effect in December
The Texas Legislature passed over 1,200 bills this year, and Gov. Greg Abbott signed over 1,100 of them into law. Now, they are beginning to take effect.
On Sept. 1, 2025, more than 800 laws went into effect. It was the traditional date for laws passed during the regular session to take effect, but now some laws are becoming active this month and in January.
2. Texas THC back under legal gray area; congressional provision takes effect next year
In the spending bill Congress passed to reopen the government after the longest shutdown in history, there was a hemp provision that redefined the crop. The old definition from the 2018 Farm Bill defined hemp as any part of the Cannabis Sativa L plant that does not exceed 0.3% of Delta-9 THC by dry weight.
The new definition, however, now defines hemp as any part of the Cannabis Sativa L plant whose total cannabinoids do not exceed the 0.3% threshold. This also includes THCA, the acid precursor to THC.
3. Texas areas dominate monthly ‘hottest ZIP codes’ report
Dale, Texas, was the most popular spot to move to in America in October, according to a monthly report of America’s “hottest ZIP codes” released Nov. 14 by MovingPlace. Researchers tracked over 960,000 moves around the country in October.
