A morning shooting on Lombardy Avenue

It was about 5:30 a.m. on the Sunday morning of Nov. 23 when Rittmann called 911 to report that Welch had shot him outside his home in the 200 block of Lombardy Avenue in the tree-lined El Paso Country Club neighborhood, the affidavit stated.

Rittmann told police officers that Welch came out of some bushes, “shouted something along the lines of ‘you son of a (expletive)'” and opened fire. Rittmann estimated Welch fired about three times, the affidavit stated.

A neighbor’s security camera audio at 5:26 a.m. recorded the sound of four gunshots followed by yelling, a detective stated in the affidavit.

Detectives reported that Rittmann had suspected life-threatening gunshot wounds to his abdomen plus a gunshot wound to the thumb of his left hand, the affidavit stated. He was taken to University Medical Center of El Paso, where he underwent emergency surgery to save his life.

Rittmann told police that Welch lives about a block away on Vista Grande Circle, the affidavit stated. Rittmann’s siblings later told officers that the men have known each other since junior high school.

Police went to Welch’s home, where he stepped outside and was taken into custody. He denied shooting Rittmann, according to the affidavit. The case was investigated by the Crimes Against Persons Unit.
