EL PASO, TEXAS (KFOX14/CBS4) — El Paso County celebrated the groundbreaking of Milagro Park on Friday as it became one of the newest parks in the county park system.

After more than 20 years, the long-awaited groundbreaking for Milagro Park took place on Friday at 640 Linwood Drive as families in Horizon View Estates gathered to celebrate the start of a park their children and grandchildren could enjoy.

The project first gained traction after Commissioner Iliana Holguin, who is spearheading the project, secured a $1.5 million grant from the Texas Parks and Wildlife Department. The County then matched that grant with an additional $1.5 million investment, making this a $3 million milestone for Precinct 3 and El Paso County, according to the county.

The Milagro Park Project will develop 4.7 acres of donated land in Horizon View Estates, marking the first phase of a larger 14.3-acre parcel donated by the Horizon Communities Improvement Association (HCIA).

The park will provide a safe, inclusive, and accessible recreation for residents who have lacked nearby park amenities and pedestrian connectivity for decades.

Key features of the park will include a hike and bike trail, playground, multi-sport court, soccer field, adventure course, picnic shelter and pavilion, native landscaping, and lighting improvements.

According to the county, residents have helped hand-pick these amenities over the last year through public engagement, including surveys, virtual and in-person meetings, and open houses.

“Milagro Park is a story of persistence and partnership,” Holguin said. “For years, families here dreamed of a place where children could play, neighbors could gather, and the community could thrive. By working together, we secured the funding, designed the amenities with residents, and now we’re breaking ground on a park that truly belongs to the people who fought for it. These improvements are a promise kept to our families and athletes. I am especially proud that Precinct 3 is leading the way as we deliver this first phase of Milagro Park — a model of how government and community can work together to improve quality of life.”

Located in an underserved, predominantly Hispanic community, Milagro Park will also address social and health inequities by providing equitable access to outdoor recreation and play, the county states.

Additionally, the project supports the County’s Strategic Plan goal to “Upgrade Infrastructure – Build sustainable neighborhoods and parks for families to thrive.”
