EL PASO, Texas (KTSM) – El Paso County is going through some big changes as more bond projects are slated to get underway and there’s already some projects working or completed.

El Paso County Commissioner Sergio Coronado broke it all down during KTSM 9 News at Noon joined us to shed some light on the impending and already-in-process projects.

In November 2025, El Paso County residents voted to pass three El Paso County capital improvements Bonds. They include $95,615,000 for the public purpose of constructing, rehabilitating, renovating, improving, upgrading, updating, expanding, enlarging, and equipping the County’s parks and recreational spaces and the acquisition of land, easements, rights-of-way, and other real property interests necessary. Park renovations include upgrades to parks in Ascarate, Fabens, Canutillo, Sparks and Far East El Paso and other recreational spaces for a price tag of $95.6 million.

Also $26 million for a new Medical Examiner’s Office which is very easily described as a necessity for a city of our size. Not only is it the Medical Examiner’s Office that investigates causes of death in criminal investigations but in all matters of death when the body is unaccompanied.

El Paso residents also voted to spend $32 million for a brand-new animal shelter that Commissioner Sergio Coronado said was a necessity because of El Paso’s problem with stray animals.

There are also projects that are in process and others that have been completed. In 2023, Governor Greg Abbott signed for El Paso County HB 19 into law Certificates of Obligation Bonds in the amount of approximately $54 million. Key projects supported by the CO Bonds include clean drinking water & sewer services in the amount of $33.5 million. Sewer infrastructure for 400 homes to the tune of $2.5 million. Major drainage improvements in Canutillo with a price tag of $16 million. Repairs and upgrades for road modernization in the amount of $2 million.

Coronado said the reason for these needed changes is the expansions of residents moving out of the city and choosing to live in the outskirts of town. Also, the community wants greater choices when it comes to quality-of-life issues like parks.
