The changes to the Texas Constitution include increased property tax exemptions for <a href=\"https:\/\/communityimpact.com\/houston\/heights-river-oaks-montrose\/texas-legislature\/2025\/10\/28\/texas-homeowners-could-see-larger-tax-breaks-after-nov-4-election\/\" rel=\"nofollow noopener\" target=\"_blank\">homeowners<\/a> and <a href=\"https:\/\/communityimpact.com\/san-antonio\/north-san-antonio\/texas-legislature\/2025\/10\/27\/voters-asked-to-approve-significant-tax-cut-for-texas-small-businesses\/\" rel=\"nofollow noopener\" target=\"_blank\">businesses<\/a>; a <a href=\"https:\/\/communityimpact.com\/austin\/north-central-austin\/texas-legislature\/2025\/10\/17\/experts-encourage-voters-to-approve-20b-for-water-supplies-if-you-want-to-continue-to-live-in-texas\/\" rel=\"nofollow noopener\" target=\"_blank\">$20 billion investment<\/a> in water infrastructure; <a href=\"https:\/\/communityimpact.com\/dallas-fort-worth\/plano-north\/texas-legislature\/2025\/10\/23\/heres-how-2-state-propositions-on-the-nov-4-ballot-could-impact-texas-justice-system\/\" rel=\"nofollow noopener\" target=\"_blank\">new rules<\/a> for the state judicial oversight commission; and tighter restrictions on <a href=\"https:\/\/communityimpact.com\/dallas-fort-worth\/plano-north\/texas-legislature\/2025\/10\/23\/heres-how-2-state-propositions-on-the-nov-4-ballot-could-impact-texas-justice-system\/\" rel=\"nofollow noopener\" target=\"_blank\">when judges can grant bail<\/a>.<\/p>\n<p>Here\u2019s what\u2019s next for some of those propositions and what they mean for Texans.<\/p>\n<p>The overview<\/p>\n<p>Texas voters authorized the state to spend <a href=\"https:\/\/communityimpact.com\/austin\/north-central-austin\/texas-legislature\/2025\/10\/17\/experts-encourage-voters-to-approve-20b-for-water-supplies-if-you-want-to-continue-to-live-in-texas\/\" rel=\"nofollow noopener\" target=\"_blank\">$1 billion annually on water supply funding<\/a>, totaling $20 billion over a two-decade period, through Proposition 4. Half of that money will be set aside for new water supply projects, and it can also be used to repair existing water systems, invest in flood infrastructure and desalinate\u2014or remove salt and other minerals from\u2014seawater and groundwater, <a href=\"https:\/\/communityimpact.com\/austin\/south-central-austin\/election\/2025\/09\/22\/what-to-know-about-the-17-state-propositions-on-the-nov-4-ballot\/\" rel=\"nofollow noopener\" target=\"_blank\">Community Impact previously reported<\/a>.<\/p>\n<p>Funding will flow into <a href=\"https:\/\/www.twdb.texas.gov\/financial\/programs\/twf\/index.asp\" rel=\"nofollow noopener\" target=\"_blank\">the Texas Water Fund<\/a>, a state account <a href=\"https:\/\/communityimpact.com\/austin\/south-central-austin\/election\/2023\/11\/07\/property-tax-cuts-retired-teachers-texas-voters-approve-13-of-14-state-propositions\/\" rel=\"nofollow noopener\" target=\"_blank\">created in 2023<\/a> to help finance water projects.<\/p>\n<p>However, state law requires that the money does not begin moving into the water fund until September 2027. That year, the biennial Texas Legislature is <a href=\"https:\/\/lrl.texas.gov\/sessions\/sessionYears.cfm\" rel=\"nofollow noopener\" target=\"_blank\">scheduled to meet<\/a> Jan. 12-May 31, meaning state lawmakers cannot appropriate the Proposition 4 funds to <a href=\"https:\/\/www.twdb.texas.gov\/\" rel=\"nofollow noopener\" target=\"_blank\">the Texas Water Development Board<\/a> until the 2029 legislative session, <a href=\"https:\/\/www.texaswater.org\/news\/prop-4-prepping-for-the-future\" rel=\"nofollow noopener\" target=\"_blank\">according to the Texas Water Foundation<\/a>.<\/p>\n<p>Until then, state agencies, water utilities and local organizations will need to plan for funding, adjust rules and processes to align with recent state laws and update Texas\u2019 water and flood plans, the TWF said.<\/p>\n<p>The current <a href=\"https:\/\/www.twdb.texas.gov\/waterplanning\/swp\/2022\/index.asp\" rel=\"nofollow noopener\" target=\"_blank\">state water plan<\/a>, published by the TWDB in 2021, estimates that about 51.5 million people will live in Texas by 2070. In that period, demand for water is expected to increase by 9% and existing water supplies are projected to decline by 18%, according to the plan.<\/p>\n<p>During the 2025 legislative session, state lawmakers <a href=\"https:\/\/capitol.texas.gov\/tlodocs\/89R\/analysis\/pdf\/SB00007H.pdf#navpanes=0\" rel=\"nofollow noopener\" target=\"_blank\">found<\/a> that \u201cthe projected shortfall could be underestimated\u201d due to substantial population growth and <a href=\"https:\/\/communityimpact.com\/austin\/southwest-austin-dripping-springs\/environment\/2025\/04\/30\/persistent-drought-impacting-dripping-springs-businesses-agriculture\/\" rel=\"nofollow noopener\" target=\"_blank\">increased droughts<\/a> since 2021. Texas publishes a new water plan every five years.<\/p>\n<p>State lawmakers also allocated over $2.5 billion for water infrastructure funding under <a href=\"https:\/\/capitol.texas.gov\/tlodocs\/89R\/billtext\/pdf\/HB00500F.pdf#navpanes=0\" rel=\"nofollow noopener\" target=\"_blank\">House Bill 500<\/a>, the state\u2019s supplemental funding bill for the 2026-27 biennium. This money is \u201cthe largest one-time appropriation for water infrastructure in Texas history\u201d and is currently available, <a href=\"https:\/\/texas2036.org\/posts\/proposition-4-passed-now-what\/\" rel=\"nofollow noopener\" target=\"_blank\">according to Texas 2036<\/a>, a nonpartisan think tank.<\/p>\n<p>More details<\/p>\n<p>Texas homeowners were set to see expanded property tax breaks on their 2025 tax bills under Propositions 11 and 13, <a href=\"https:\/\/communityimpact.com\/houston\/heights-river-oaks-montrose\/texas-legislature\/2025\/10\/28\/texas-homeowners-could-see-larger-tax-breaks-after-nov-4-election\/\" rel=\"nofollow noopener\" target=\"_blank\">Community Impact reported<\/a>.<\/p>\n<p>Under Proposition 13, voters agreed to raise the property tax exemption on a Texas homeowner\u2019s main residence, known as a homestead exemption, from $100,000 to $140,000. Proposition 11 increased the additional homestead exemption for homeowners who are over 65 years old or have a disability from $10,000 to $60,000, giving those groups a total state exemption of $200,000.<\/p>\n<p>The average Texas homeowner will see about $484 in annual savings due to the approved homestead exemption increase, state Sen. Paul Bettencourt, R-Houston, estimated this spring. He said seniors and people with disabilities would save about $950 annually, although neither estimate accounts for potential tax rate increases by local governments.<\/p>\n<p>Four other property tax exemptions approved by voters will take effect Jan. 1, Community Impact reported.<\/p>\n<p><a href=\"https:\/\/communityimpact.com\/san-antonio\/north-san-antonio\/texas-legislature\/2025\/10\/27\/voters-asked-to-approve-significant-tax-cut-for-texas-small-businesses\/\" rel=\"nofollow noopener\" target=\"_blank\">Under Proposition 9<\/a>, up to $125,000 of businesses\u2019 personal property, such as equipment, furniture and vehicles, will be exempt from taxation by local government entities. Texas business owners previously received an exemption for property valued at $2,500 or less.<\/p>\n<p>State lawmakers estimated that the average small business owner will save about $2,500-$3,500 per year under HB 9, although the nonpartisan <a href=\"https:\/\/www.lbb.texas.gov\/\" rel=\"nofollow noopener\" target=\"_blank\">Texas Legislative Budget Board<\/a> said <a href=\"https:\/\/capitol.texas.gov\/tlodocs\/89R\/fiscalnotes\/pdf\/HB00009F.pdf#navpanes=0\" rel=\"nofollow noopener\" target=\"_blank\">local revenues are expected to fall<\/a> by $442 million in fiscal year 2026-27 if cities, counties and special taxing districts do not adopt higher tax rates.<\/p>\n<p>Proposition 5 will create a property tax exemption for stores that sell animal feed, while Proposition 7 will establish a property tax exemption for the surviving spouse of a veteran who died from an illness related to their military service. Proposition 17 will exempt increases in a property\u2019s value from taxation if the land is along the Texas-Mexico border and the value rises due to the installation of border security infrastructure.\n\t\t\t\t\t\t\t<\/p>\n","protected":false},"excerpt":{"rendered":"This November, Texas voters approved 17 constitutional amendments, also known as state propositions.
