{"id":108346,"date":"2026-01-02T12:25:09","date_gmt":"2026-01-02T12:25:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/108346\/"},"modified":"2026-01-02T12:25:09","modified_gmt":"2026-01-02T12:25:09","slug":"postal-workers-waiting-on-heat-protection-more-than-two-years-after-dallas-carriers-death","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/108346\/","title":{"rendered":"Postal workers waiting on heat protection more than two years after Dallas carrier\u2019s death"},"content":{"rendered":"<p class=\"body-text-paragraph\">WASHINGTON \u2013 More than two years after a Dallas postal worker <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2023\/12\/20\/usps-faces-15625-fine-after-heat-related-death-of-dallas-mail-carrier-eugene-gates-jr\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/politics\/2023\/12\/20\/usps-faces-15625-fine-after-heat-related-death-of-dallas-mail-carrier-eugene-gates-jr\/\">died from heat exposure on the job<\/a>, letter carriers say the United States Postal Service has yet to take steps required to fully protect them when the temperature and humidity soar.<\/p>\n<p class=\"body-text-paragraph\">The 2023 death of Eugene Gates Jr. prompted a federal citation and $15,625 fine against the Postal Service, along with renewed calls from union leaders and lawmakers for <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2023\/07\/07\/rep-jasmine-crockett-pushes-usps-for-answers-after-dallas-carrier-dies-during-heat-wave\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/politics\/2023\/07\/07\/rep-jasmine-crockett-pushes-usps-for-answers-after-dallas-carrier-dies-during-heat-wave\/\">stronger heat-safety standards<\/a>.<\/p>\n<p class=\"body-text-paragraph\">Carla Gates said her husband\u2019s death still hangs over their home and has driven her call for stronger heat protections so other workers are not exposed to a workplace \u201cdeath trap.\u201d <\/p>\n<p class=\"body-text-paragraph\">The Postal Service contested the Occupational Safety and Health Administration citation and is negotiating a settlement. An autopsy<a href=\"https:\/\/www.dallasnews.com\/news\/2023\/09\/30\/autopsy-reveals-cause-of-death-for-mail-carrier-who-collapsed-in-dallas-heat\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/2023\/09\/30\/autopsy-reveals-cause-of-death-for-mail-carrier-who-collapsed-in-dallas-heat\/\"> found he died from the heat and heart disease<\/a>.<\/p>\n<p class=\"body-text-paragraph\">The Postal Service has said generally the safety of its employees is paramount and highlighted its <a href=\"https:\/\/about.usps.com\/postal-bulletin\/2022\/pb22594\/html\/cover.htm\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/about.usps.com\/postal-bulletin\/2022\/pb22594\/html\/cover.htm\">Heat Illness Prevention Program<\/a>, which includes mandatory heat-related safety training and other measures.<\/p>\n<p class=\"body-text-paragraph\">Carriers are reminded to stay hydrated and told to immediately contact 9-1-1 if they experience symptoms of heat exhaustion or heat stroke, according to the Postal Service.<\/p>\n<p>\u2018Not enough\u2019 <\/p>\n<p class=\"body-text-paragraph\">Critics have said mail carriers are encouraged to keep working in high heat and cited allegations that <a href=\"https:\/\/www.politico.com\/news\/2023\/12\/11\/usps-major-heat-deaths-00128875\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.politico.com\/news\/2023\/12\/11\/usps-major-heat-deaths-00128875\">training records were falsified<\/a> in some locations.<\/p>\n<p class=\"body-text-paragraph\">A <a href=\"https:\/\/www.uspsoig.gov\/sites\/default\/files\/reports\/2024-08\/24-064-r24.pdf\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.uspsoig.gov\/sites\/default\/files\/reports\/2024-08\/24-064-r24.pdf\">2024 Office of Inspector General report<\/a> found shortcomings in the Postal Service\u2019s heat safety program, including training that was not always certified or presented correctly in group settings and materials that were not always available to carriers.<\/p>\n<p class=\"body-text-paragraph\">Postal Service management agreed with most of that report\u2019s recommendations.<\/p>\n<p class=\"body-text-paragraph\">Rep. Jasmine Crockett, D-Dallas, and other members of Congress sent letters after Gates\u2019 death, advocating more comprehensive protections.<\/p>\n<p class=\"body-text-paragraph\">Brian Renfroe, president of the National Association of Letter Carriers, said the union has long pressed for stronger heat-safety protections.<\/p>\n<p class=\"body-text-paragraph\">Progress has been made, he said, but the risks from extreme heat have intensified over time, a danger underscored by Gate\u2019s death.<\/p>\n<p class=\"body-text-paragraph\">\u201cHis loss is definitely still, even a few years later now, a jarring reminder that more has to be done in terms of having protocols in place and just protections for letter carriers that are exposed to that hazard of excessive heat,\u201d Renfroe said.<\/p>\n<p class=\"body-text-paragraph\">The adoption of the prevention plan was a welcome move, Renfroe said, but more is needed.<\/p>\n<p class=\"body-text-paragraph\">\u201cThere\u2019s nothing wrong with what\u2019s in there,\u201d Renfroe said. \u201cIt is just not enough.\u201d<\/p>\n<p>Requiring water and rest<\/p>\n<p class=\"body-text-paragraph\">The safety program lacks measures recommended by the National Institute for Occupational Safety and Health, he said, such as allowing workers who return to hot conditions after a period away to ease back into their duties, allowing their bodies to adjust.<\/p>\n<p class=\"body-text-paragraph\">Another sought-after provision is a highly structured work-rest regimen with breaks triggered after the temperature passes certain thresholds, Renfroe said.<\/p>\n<p class=\"body-text-paragraph\">Such an approach would prompt workers to take breaks when needed rather than feel they have to keep pushing to make deliveries in the scorching heat.<\/p>\n<p class=\"body-text-paragraph\">\u201cWhen it comes to safety sometimes you have to protect people from themselves,\u201d Renfroe said. \u201cIt\u2019s the type of illness, and we\u2019ve seen this over and over again, that by the time the body really feels it, it\u2019s really too late.\u201d<\/p>\n<p class=\"body-text-paragraph\">OSHA proposed a rule in 2024 that would require employers to provide water and rest breaks when temperatures reach specified thresholds. It remains unclear whether the Trump administration will implement the rule.<\/p>\n<p class=\"body-text-paragraph\">Gates\u2019 death resurfaced for local carriers in summer <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2025\/06\/25\/another-dallas-postal-worker-dies-while-working-union-leaders-say\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/politics\/2025\/06\/25\/another-dallas-postal-worker-dies-while-working-union-leaders-say\/\">2025 after Jacob Taylor<\/a>, a Dallas letter carrier collapsed on his route on a day when temperatures were in the 90s.<\/p>\n<p class=\"body-text-paragraph\">An autopsy later indicated Taylor, 51, died of natural causes unrelated to heat exposure.<\/p>\n<p>Turning loss to legacy <\/p>\n<p class=\"body-text-paragraph\">Gates\u2019 death still doesn\u2019t feel real to his widow, Carla Gates, who visits his grave site every two weeks and still can\u2019t bring herself to donate his boxed-up belongings.<\/p>\n<p class=\"body-text-paragraph\">The loss has hung over the holiday season.<\/p>\n<p class=\"body-text-paragraph\">\u201cFor the last two years there has not been anything Christmas-y about this house,\u201d she said. \u201cI don\u2019t even celebrate Christmas anymore. I just call it a family holiday. That\u2019s how deep it is.\u201d<\/p>\n<p class=\"body-text-paragraph\">She said her husband, who worked for the Postal Service for more than 35 years, loved his job and was a dedicated employee.<\/p>\n<p class=\"body-text-paragraph\">She said she wants to see federal requirements adopted that will protect other workers from suffering his fate. Doing so would honor his memory and save lives.<\/p>\n<p class=\"body-text-paragraph\">\u201cThese companies have to protect the people that have to work out in extreme conditions,\u201d she said. \u201cThey are essential workers and they need to be protected more.\u201d<\/p>\n<p class=\"body-text-paragraph\">Protecting postal carriers<\/p>\n<p>OSHA heat standard: The Occupational Safety and Health Administration is weighing a proposed Heat Injury and Illness Prevention rule, which the National Association of Letter Carriers (NALC) endorsed as a needed national workplace standard. USPS heat program: The United States Postal Service operates a seasonal safety program outlined in Postal Bulletins, with policy and form updates issued in mid-2025.Inspector General review: A USPS Office of Inspector General audit found inconsistent training and incomplete safety postings in the heat program, with management agreeing to most corrective recommendations.Congressional pressure: In 2024, 77 members of the U.S. House urged USPS to adopt stricter extreme-heat protections, citing systemic risks to workers.
