{"id":111922,"date":"2026-01-05T23:06:08","date_gmt":"2026-01-05T23:06:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/111922\/"},"modified":"2026-01-05T23:06:08","modified_gmt":"2026-01-05T23:06:08","slug":"epic-housing-project-developer-wants-to-move-forward-submits-documents-to-collin-county","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/111922\/","title":{"rendered":"EPIC housing project developer wants to move forward, submits documents to Collin County"},"content":{"rendered":"<p>The developer of the community formerly known as EPIC City is seeking to move forward with the project \u2014 despite a lawsuit Attorney General Ken Paxton filed against the developer <a href=\"https:\/\/www.keranews.org\/news\/2025-12-05\/after-securities-probe-paxton-sues-plano-mosque-over-proposed-development\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">last month<\/a>.<\/p>\n<p>Community Capital Partners, the corporate entity for the Muslim-oriented housing development EPIC City, has submitted routine documents to Collin County for The Meadow according to a recent press release from the company. The developer confirmed <a href=\"https:\/\/www.keranews.org\/business-economy\/2025-11-10\/east-plano-islamic-center-epic-city-meadow\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">last November<\/a> the community was renamed The Meadow.<\/p>\n<p>The plans submitted focus on routine technical issues for the county\u2019s review, including infrastructure, drainage, utilities and safety plans.<\/p>\n<p>The 402-acre proposed development would be in unincorporated Collin and Hunt counties, roughly 40 miles northeast of Dallas near the city of Josephine. It would include a new mosque, more than 1,000 single and multi-family homes, a K-12 faith-based school, senior housing, an outreach center, commercial developments, sports facilities, and a community college.<\/p>\n<p>Paxton filed a lawsuit <a href=\"https:\/\/www.keranews.org\/news\/2025-12-05\/after-securities-probe-paxton-sues-plano-mosque-over-proposed-development\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">last month<\/a> against Community Capital Partners and the mosque affiliated with the housing development, the East Plano Islamic Center, accusing them of \u00a0engaging in fraudulent practices while soliciting funds and failing to legally verify their status as &#8220;accredited investors.&#8221; <\/p>\n<p>The suit comes after Paxton claimed <a href=\"https:\/\/www.keranews.org\/news\/2025-10-14\/ag-ken-paxton-claims-evidence-shows-epic-city-violated-federal-state-laws\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">in November<\/a> his office found evidence EPIC violated state and federal laws.<\/p>\n<p>\u201cThe leaders behind EPIC City have engaged in a radical plot to destroy hundreds of acres of beautiful Texas land and line their own pockets,\u201d Paxton said in a December press release. \u201cI will relentlessly bring the full force of the law against anyone who thinks they can ignore the rules and hurt Texans. The unlawful land project known as EPIC City will be stopped, and those responsible will be barred from ever creating another fraudulent operation like this again.\u201d<\/p>\n<p>The proposed housing development has faced four state investigations, including claims the project could be discriminating against non-Muslims in violation of the Texas Fair Housing Act, <a href=\"https:\/\/www.keranews.org\/government\/2025-03-27\/greg-abbott-east-plano-islamic-center-investigation-3\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">potential financial harm to investors<\/a>, potential violations of Texas consumer protection laws\u00a0<a href=\"https:\/\/www.keranews.org\/government\/2025-03-27\/muslim-funerals-plano-greg-abbott\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">and operating illegal funeral services.<\/a><\/p>\n<p>The federal probe was closed <a href=\"https:\/\/www.keranews.org\/news\/2025-06-25\/department-justice-ends-federal-probe-epic-city-mosque\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">in June<\/a> and\u00a0The Texas Workforce Commission\u00a0resolved all fair housing allegations <a href=\"https:\/\/www.keranews.org\/government\/2025-09-19\/texas-workforce-commission-east-plano-islamic-center-mosque-religious-discrimination-investigation-closed-fair-housing-act\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">in September.<\/a><\/p>\n<p>A Texas State Securities board investigation of the project found the developer and the mosque\u2019s actions didn\u2019t constitute securities fraud under state law according to a press release from the board <a href=\"https:\/\/www.ssb.texas.gov\/news-publications\/texas-securities-commissioner-refutes-claims-made-connection-attorney-generals\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">last month<\/a>. The board issued the press release after a Fox News article claimed Securities Commissioner Travis Iles said the board referred the matter to the Attorney General\u2019s Office after finding \u201cflagrant violations.\u201d <\/p>\n<p>A press release from the board said the article\u2019s claims were false and that the reporter who wrote the article didn\u2019t respond when asked who provided the quote.<\/p>\n<p>The Securities Board gave the Attorney General\u2019s Office the information from its investigation. But Community Capital Partners said in its press release Paxton still moved forward with his own lawsuit.<\/p>\n<p>\u201cDespite this, the Attorney General proceeded with a securities-related lawsuit asserting violations that the Securities Board had already determined were not supported under Texas securities law,\u201d the press release said.<\/p>\n<p>Paxton faced his own allegations of securities fraud and other illegal activities that led to his impeachment in 2023 \u2013 but not removal from office. <a href=\"https:\/\/www.keranews.org\/2016-04-11\/texas-attorney-general-already-facing-criminal-charges-accused-of-civil-fraud\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">He was accused of encouraging people<\/a>\u00a0to invest more than $600,000 in technology company Servergy Inc. without disclosing he was making a commission and misrepresenting himself as an investor.\u00a0He was also charged with failing to register with state securities regulators for soliciting clients for investment firm Mowery Capital Management in return for fees.\u00a0<\/p>\n<p><a href=\"https:\/\/apnews.com\/article\/paxton-indictment-texas-d5e57fc6cd062c995ced91e9d2542199\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">In 2024, the federal case ended<\/a>\u00a0in a deal with prosecutors dropping the charges so long as Paxton paid nearly $300,000 in restitution.<\/p>\n<p>Got a tip?
