{"id":116049,"date":"2026-01-08T22:09:08","date_gmt":"2026-01-08T22:09:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/116049\/"},"modified":"2026-01-08T22:09:08","modified_gmt":"2026-01-08T22:09:08","slug":"manvel-officials-draft-new-comprehensive-plans","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/116049\/","title":{"rendered":"Manvel officials draft new comprehensive plans"},"content":{"rendered":"<p>\t\t\t\t\t\t\tManvel\u2019s new comprehensive planning drafts were presented to City Council at its Jan. 5 meeting and are intended to guide the city\u2019s growth and community character.<\/p>\n<p>The plans are not development approvals but tools meant to align community priorities with future decision-making, city officials said.<\/p>\n<p>The details <\/p>\n<p>Houston-based planning firm Kendig Keast Collaborative, which has been working with the city on both its thoroughfare and future land use plans, presented the drafts organized around four target areas.<\/p>\n<p><a href=\"https:\/\/manveltx.portal.civicclerk.com\/event\/533\/files\/attachment\/6781\" rel=\"nofollow noopener\" target=\"_blank\">Environment<\/a> goals:<\/p>\n<p>Preserve natural landscapes, open space and remaining rural areasProtect water quality and promote conservation of the city\u2019s water supplyImprove air quality and support sustainability and climate resilienceThe city plans to emphasize habitat protection through conservation planning, greenways and trails, along with tree canopy preservation. It also promotes sustainable development practices intended to reduce environmental impacts as growth continues.<\/p>\n<p><a href=\"https:\/\/manveltx.portal.civicclerk.com\/event\/533\/files\/attachment\/6782\" rel=\"nofollow noopener\" target=\"_blank\">Growth capacity<\/a> goals:<\/p>\n<p>Expand water, wastewater and storm drainage systems to keep pace with growthReduce flood risk and improve community resilienceMaintain reliable public safety services and infrastructureThe draft outlines phased investment in water and wastewater infrastructure, flood mitigation and storm drainage improvements, and long-term maintenance planning.<\/p>\n<p><a href=\"https:\/\/manveltx.portal.civicclerk.com\/event\/533\/files\/attachment\/6783\" rel=\"nofollow noopener\" target=\"_blank\">Economic development <\/a>goals:<\/p>\n<p>Diversify the city\u2019s tax base and expand employment opportunitiesSupport local businesses and entrepreneurshipPromote a clear \u201ctown and county\u201d identity for ManvelThe draft focuses on attracting higher-quality commercial and mixed-use development, strengthening economic development partnerships and encouraging selective growth intended to avoid overdevelopment.<\/p>\n<p><a href=\"https:\/\/manveltx.portal.civicclerk.com\/event\/533\/files\/attachment\/6784\" rel=\"nofollow noopener\" target=\"_blank\">Recreation and amenities<\/a> goals:<\/p>\n<p>Expand parks and recreation programs and facilitiesImprove neighborhood connectivity through trails and shared-use pathsDevelop community-focused public spaces and amenitiesThe plan includes establishing a parks and recreation department and advancing development of a city center to serve as a central community destination.<\/p>\n<p>Why now?<\/p>\n<p>Manvel has seen a significant population growth over the past decade, due in part to its proximity to the Houston metro area, according to city documents.<\/p>\n<p>Manvel\u2019s population increased by nearly 41% from around 9,000 residents to nearly 13,000 total residents between 2018-23, according to data from the U.S. Census Bureau\u2019s American Community Survey, which provides five-year population estimates based on surveys of households across the country.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2026\/01\/1767910148_982_thumbnail.jpeg\" width=\"100%\" alt=\"chart visualization\"\/>The background <\/p>\n<p>The comprehensive plan drafts are part of a broader planning effort known as <a href=\"https:\/\/online.encodeplus.com\/regs\/manvel-tx-sp\/doc-viewer.aspx?secid=1#secid-1\" rel=\"nofollow noopener\" target=\"_blank\">Manvel 2045<\/a>, which was adopted by the city in<a href=\"https:\/\/manveltx.portal.civicclerk.com\/event\/398\/files\/attachment\/5330\" rel=\"nofollow noopener\" target=\"_blank\"> February<\/a> and includes the <a href=\"https:\/\/communityimpact.com\/houston\/na\/government\/2026\/01\/07\/manvel-updates-future-roadway-plans\/\" rel=\"nofollow noopener\" target=\"_blank\">thoroughfare plan.<\/a><\/p>\n<p>The initiative is intended to guide infrastructure investment and land use decisions as the city continues to experience population growth, according to city documents.<\/p>\n<p>The planning process is being carried out in multiple phases.
