This election season, Texas voters will consider an assortment of proposed changes to the state Constitution, from bail practices to tax exemptions to water funding. Below, we offer our recommendations.<\/p>\n

Proposition 1 <\/a><\/p>\n

Establishes an endowment of $850 million for the Texas State Technical College System. <\/p>\n

Prohibits the state from imposing a capital gains tax on realized or unrealized capital gains.<\/p>\n

Proposition 3<\/a><\/p>\n

Require judges to deny bail to defendants accused of certain violent offenses.<\/p>\n

Proposition 4<\/a> <\/p>\n

Creates a revenue source for the Texas Water Fund.<\/p>\n

Proposition 5 <\/a><\/p>\n

Exempts animal feed held for retail sale from personal property taxes.<\/p>\n

Proposition 6<\/a><\/p>\n

Prohibits the state from enacting a securities tax on financial instruments like stocks, bonds or options.<\/p>\n

Proposition 7 <\/a><\/p>\n

Extends tax benefits to spouses of veterans who died as the result of a condition related to their service.<\/p>\n

Proposition 8<\/a><\/p>\n

Bans the imposition of \u201cdeath taxes\u201d on gifts, inheritances and decedents\u2019 estates.<\/p>\n

Proposition 9<\/a><\/p>\n

Raises the dollar amount of inventory and equipment exempt from city, county and school district taxes.<\/p>\n

Proposition 10 <\/a><\/p>\n

Provides homeowners with a temporary property tax exemption on the appraised value of their homestead if it is destroyed by fire. <\/p>\n

Proposition 11<\/a> <\/p>\n

Raises the homestead tax exemption for the elderly and disabled.<\/p>\n

Proposition 12<\/a> <\/p>\n

Changes the composition of the State Commission on Judicial Conduct and alters the authority of the commission and the Texas Supreme Court to sanction judges for misconduct.<\/p>\n

Proposition 13<\/a><\/p>\n

Increases the homestead exemption for school property taxes from $100,000 to $140,000.<\/p>\n

Proposition 14<\/a><\/p>\n

Establishes and funds the state\u2019s newly formed Dementia Prevention and Research Institute of Texas.<\/p>\n

Proposition 15<\/a> <\/p>\n

Declares that parents are the ultimate decision-makers when it comes to their children\u2019s upbringing.<\/p>\n

Proposition 16<\/a><\/p>\n

Emphasizes that people must be U.S. citizens to vote in Texas.<\/p>\n

Proposition 17<\/a><\/p>\n
