{"id":126511,"date":"2026-01-17T00:50:11","date_gmt":"2026-01-17T00:50:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/126511\/"},"modified":"2026-01-17T00:50:11","modified_gmt":"2026-01-17T00:50:11","slug":"el-paso-faith-leaders-advocates-decry-ice-enforcement-after-detainees-death","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/126511\/","title":{"rendered":"El Paso faith leaders, advocates decry ICE enforcement after detainee\u2019s death"},"content":{"rendered":"<p>As federal authorities face questions over a recent death inside an ICE detention facility in El Paso, community and religious leaders joined human rights groups Friday in Downtown to condemn what they described as an \u201calarming escalation\u201d of immigration enforcement in the region they say is endangering families and violating basic human rights.<\/p>\n<p>The <a href=\"https:\/\/www.washingtonpost.com\/immigration\/2026\/01\/15\/ice-detention-death-homicide\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Washington Post<\/a> in a story published this week raised questions about the circumstances of the detainee\u2019s death under the custody of Immigration and Customs Enforcement, reporting that a county examiner\u2019s employee was recorded saying asphyxia will likely be listed as the cause of death \u2013 and that the manner of death may be ruled homicide.<\/p>\n<p>\u201cThere are moments when lines are crossed and it is difficult to know how we can ever come back,\u201d Bishop Mark Seitz of El Paso said at the gathering outside the Enrique Moreno County Courthouse. \u201cThe violence that we\u2019re witnessing both in the private spaces in immigrant detention centers and now openly on the streets seems to be one of those moments. A line has been crossed in our hearts and in our society.\u201d<\/p>\n<p>While targeted ICE arrests aren\u2019t uncommon in the El Paso region, immigration officials have conducted untargeted raids in recent weeks that led to the detention of workers at several construction sites, including on the Far Eastside, Horizon City and in Santa Teresa, New Mexico.<\/p>\n<p>Seitz was joined by a handful of elected officials and representatives from the Border Network for Human Rights, Annunciation House, Las Americas Immigrant Advocacy Center and Estrella del Paso, among others.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2026\/01\/CB_CommunityPresser-7.jpg\" alt=\"\" class=\"wp-image-109820\"  \/>Civil and religious leaders come together to speak to the El Paso community about heightened fears surrounding the escalation of ICE raids and alleged violations of due process, Jan. 16, 2025. (Corrie Boudreaux\/El Paso Matters)<\/p>\n<p>The speakers condemned current immigration policies and asked legislators for humane comprehensive immigration reform, encouraged the community to continue speaking out and protesting, and pleaded with immigration enforcement agents to work in good conscience.<\/p>\n<p>\u201cThe cruelty is an option. We can enforce matters, we can follow orders. The cruelty should not be a requirement,\u201d said Marisa Lim\u00f3n Garza, executive director of Las Americas.<\/p>\n<p>She pointed to the large number of law enforcement officers who live and work in the community, including those who are now working as contractors at the ICE detention centers in El Paso.<\/p>\n<p>Death at Camp East Montana<\/p>\n<p>The death of Geraldo Lunas Campos, 55, at the East Montana Detention Facility at Fort Bliss earlier this month was put in the national spotlight after the <a href=\"https:\/\/www.washingtonpost.com\/immigration\/2026\/01\/15\/ice-detention-death-homicide\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Washington Post<\/a> on Thursday reported it obtained a recording of a conversation between an El Paso County Medical Examiner\u2019s Office employee and Campos\u2019 daughter.\u00a0<\/p>\n<p>The employee stated that asphyxia will likely be listed as the cause of death, the newspaper reported, and that the manner of death will likely be ruled homicide, pending toxicology reports.<\/p>\n<p>The Medical Examiner\u2019s Office said Friday that the autopsy report is pending and that the office doesn\u2019t grant interviews or release preliminary information. Reports vary on completion from four to eight weeks, \u201csometimes longer,\u201d the office said in an emailed response to El Paso Matters.<\/p>\n<p>In a Jan. 9 news release, <a href=\"https:\/\/www.ice.gov\/news\/releases\/ice-reports-aggravated-felon-and-convicted-child-sex-offenders-death-camp-east\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">ICE said Campos died<\/a> after \u201cexperiencing medical distress.\u201d\u00a0<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"449\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2026\/01\/Camp-East-Montana-deport.jpg\" alt=\"\" class=\"wp-image-108869\"  \/>A Guatemalan man was moved from California Nov. 17 to this Immigration and Customs Enforcement detention facility to prepare him for deportation to Guatemala, despite a court order prohibiting that action. A federal judge in El Paso has ordered his return to the United States. (Cindy Ramirez\/El Paso Matters)<\/p>\n<p>Campos allegedly became disruptive while in line for medication and refused to return to his assigned dorm. He was placed in segregation, where staff observed him in distress. On-site medical personnel responded, initiated life-saving measures and requested emergency medical services, which pronounced him dead, the news release states.<\/p>\n<p>The Department of Homeland Security responded to El Paso Matters with the same comments it provided the Washington Post, stating that\u00a0 attempted to take his own life and \u201cviolently resisted\u201d security staff as he did so. The emailed statement goes on to say security staff \u201cintervened to save his life,\u201d but that Campos stopped breathing and lost consciousness during the struggle.<\/p>\n<p>DHS said the investigation into the death is still active and that more details would be forthcoming.<\/p>\n<p><a href=\"https:\/\/elpasomatters.org\/2025\/08\/18\/ice-east-montana-detention-center-el-paso-fort-bliss-enhanced-hardened-facility\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">SEE ALSO: $1.2B ICE detention complex opens at Fort Bliss in East El Paso under Trump\u2019s mass deportation strategy<\/a><\/p>\n<p>According to ICE, Campos was arrested July 14 in Rochester, New York, during a planned immigration enforcement operation. He entered the United States in 1996 and had a criminal record, including charges of possession of a weapon, petty larceny, sexual contact with a minor and driving while intoxicated, the release states.<\/p>\n<p>Campos was ordered removed from the United States in March 2025. However, the government had been unable to deport him to Cuba, which has historically lacked a repatriation agreement with the United States over <a href=\"https:\/\/www.migrationpolicy.org\/article\/cuban-immigrants-united-states-2021#:~:text=For%20decades%2C%20Cuban%20immigrants%20have,a%20handful%20of%20other%20nationalities.\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">severed relationships<\/a> between the two countries. He was transferred to Camp East Montana in September.<\/p>\n<p>Record deaths in ICE custody<\/p>\n<p>Campos is the <a href=\"https:\/\/elpasomatters.org\/2025\/12\/09\/ice-detainee-death-immigrant-camp-east-montana-fort-bliss-el-paso-texas\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">second person detained at the East Montana facility to die<\/a>.\u00a0<\/p>\n<p>Francisco Gaspar-Andres, 48, of Guatemala, died Dec. 3 in an El Paso hospital after months of medical complications while in ICE custody. His cause of death is pending, ICE said in a news release two days after his death, adding that medical staff attributed it to natural liver and kidney failure.<\/p>\n<p>The agency is required to make public all reports on deaths in custody within 90 days.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2026\/01\/CB_ICEProtest-3.jpg\" alt=\"\" class=\"wp-image-109809\"  \/>El Pasoans protest ICE operations and conditions at detention centers near the El Paso Service Processing Center on Montana Avenue, Jan. 10, 2026. Last year, 32 people died while in ICE custody, marking the agency\u2019s second deadliest year in more than two decades, <a href=\"https:\/\/www.theguardian.com\/us-news\/ng-interactive\/2026\/jan\/04\/ice-2025-deaths-timeline\" rel=\"nofollow noopener\" target=\"_blank\">The Guardian<\/a> recently reported.<\/p>\n<p><a href=\"https:\/\/elpasomatters.org\/2025\/12\/08\/fort-bliss-east-montana-ice-detention-camp-el-paso-texas-aclu-letter-third-country-deportations\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">READ MORE: ACLU: ICE detainees at Camp East Montana beaten, threatened with illegal removal to Mexico<\/a><\/p>\n<p>The <a href=\"https:\/\/elpasomatters.org\/2025\/12\/08\/fort-bliss-east-montana-ice-detention-camp-el-paso-texas-aclu-letter-third-country-deportations\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">ACLU and other human rights organizations<\/a> in early December released a letter sent to ICE officials calling for the camp to be shut down, alleging detained immigrants are subject to beatings and sexual abuse by officers, as well as medical neglect, hunger and insufficient food, and denial of access to attorneys.\u00a0<\/p>\n<p>Ramping up immigration enforcement<\/p>\n<p>President Donald Trump and his administration the past few months have dramatically ramped up immigration enforcement and deportations, spending <a href=\"https:\/\/elpasomatters.org\/2025\/08\/18\/ice-east-montana-detention-center-el-paso-fort-bliss-enhanced-hardened-facility\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">billions of dollars<\/a> to expand enforcement capacity, detention centers and personnel nationwide. ICE has increased <a href=\"https:\/\/elpasomatters.org\/2025\/06\/10\/immigration-courthouse-arrests-why-are-cases-dismissed\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">arrests in courthouses<\/a>, workplaces and at-large street operations, moving beyond just criminal records to detain migrants and even U.S. citizens.<\/p>\n<p>Eight people, including five U.S. citizens, have been shot by DHS officers since September. Two of them died.<\/p>\n<p>In Minneapolis, a federal ICE agent shot and killed 37-year-old Renee Nicole Good, a U.S. citizen and mother of three, during a large immigration enforcement operation that deployed thousands of agents to the Twin Cities. Federal officials have defended the Jan. 7 shooting as self-defense, claiming she \u201cweaponized her vehicle,\u201d while local leaders and bystander video dispute that account and characterize the incident as an unjustified use of force.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2026\/01\/CB_ReneeGoodVigil-10.jpg\" alt=\"\" class=\"wp-image-109815\"  \/>EL Pasoans gather at San Jacinto Plaza on Jan. 9 to demand justice for Renee Good, a woman who was killed by an ICE agent in Minnesota on Jan. 7.
