{"id":133554,"date":"2026-01-22T14:39:16","date_gmt":"2026-01-22T14:39:16","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/133554\/"},"modified":"2026-01-22T14:39:16","modified_gmt":"2026-01-22T14:39:16","slug":"tennessee-republicans-push-for-houston-style-takeover-of-memphis-schools","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/133554\/","title":{"rendered":"Tennessee Republicans push for Houston-style takeover of Memphis schools"},"content":{"rendered":"<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Sign up for <a href=\"https:\/\/ckbe.at\/4gpO1a0\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/ckbe.at\/4gpO1a0\">Chalkbeat Tennessee\u2019s free newsletter<\/a> to keep up with statewide education policy and Memphis-Shelby County Schools.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Tennessee Republicans are <a href=\"https:\/\/www.chalkbeat.org\/tennessee\/2026\/01\/14\/memphis-schools-state-takeover-plan\/\" rel=\"nofollow noopener\" target=\"_blank\">pushing forward their plans to take over Memphis-Shelby County Schools<\/a>, and they\u2019re using the recent overhaul of Houston\u2019s public school district as a model. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">In 2023, Texas\u2019 top education leader <a href=\"https:\/\/hechingerreport.org\/state-takeovers-of-failing-schools-are-increasing-but-with-little-evidence-they-help-students\/\" rel=\"nofollow noopener\" target=\"_blank\">removed the Houston Independent School District superintendent and elected board members<\/a> and replaced them with his own picks. Now, some Tennessee lawmakers want a similar intervention in Memphis. They\u2019re inching closer to <a href=\"https:\/\/www.chalkbeat.org\/tennessee\/2025\/12\/23\/memphis-state-takeover-oversight-board-2026-mark-white\/\" rel=\"nofollow noopener\" target=\"_blank\">establishing a state-appointed board of managers<\/a> that would have control over the district\u2019s budget and leadership hires.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">While takeover advocates applaud higher school ratings in Houston as a sign of the takeover\u2019s success, those ratings don\u2019t measure achievement in the way that Tennessee Republicans say they want to see Memphis schools improve. <\/p>\n<p>We&#8217;re here to help.<\/p>\n<p>Every day, Chalkbeat Tennessee is working to answer your questions, follow the money, and dig into what&#8217;s happening in local schools. Keep up with our free newsletter, delivered every Wednesday and Friday morning.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Bill sponsors point to Memphis\u2019 low proficiency rate as the main problem they\u2019re hoping to solve with a takeover. Last year, <a href=\"https:\/\/www.chalkbeat.org\/tennessee\/2025\/07\/09\/memphis-students-improve-state-reading-math-tests\/\" rel=\"nofollow noopener\" target=\"_blank\">over 75% of Memphis students failed to achieve proficiency<\/a> in reading and math. But the district earned the <a href=\"https:\/\/www.chalkbeat.org\/tennessee\/2025\/08\/28\/memphis-students-outpace-state-reading-growth-but-lag-in-social-studies\/\" rel=\"nofollow noopener\" target=\"_blank\">highest possible score in academic growth<\/a>, or student improvement on state tests, for the fourth year in a row.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">That academic growth isn\u2019t enough according to Republican lawmakers pushing for a takeover, such as House Speaker Cameron Sexton and Memphis Republican Rep. Mark White, the sponsor of the legislation. White and Sen. Brent Taylor, sponsor of the Senate version of the bill, say Memphis students should be testing on par with the state average, where <a href=\"https:\/\/www.chalkbeat.org\/tennessee\/2025\/08\/18\/how-did-your-school-rank-in-tcap-state-testing-math-reading\/\" rel=\"nofollow noopener\" target=\"_blank\">around 40% of students test as proficient<\/a>. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cYou can have a little bit of growth because the children are so far behind in the classroom, but if you don\u2019t get them up to proficiency, we\u2019re still not there,\u201d White said in a Jan. 20 interview with Chalkbeat. <\/p>\n<p>What counts as student and school improvement?<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Research shows that most state takeovers happening in the past three decades <a href=\"https:\/\/www.brookings.edu\/articles\/do-state-takeovers-of-school-districts-work\/\" rel=\"nofollow noopener\" target=\"_blank\">haven\u2019t successfully improved student achievement<\/a>, especially for Black students. Houston is touted by supporters as a notable exception. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Over the past two years, <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/education-news\/hisd\/2025\/06\/13\/523920\/houston-isd-3rd-8th-graders-staar-scores-climb-in-reading-and-math\/\" rel=\"nofollow noopener\" target=\"_blank\">HISD students have improved their reading and math scores<\/a>. On average, just over half of HISD students in grades 3-8 achieved reading proficiency in 2025, and over 42% did the same in math. That\u2019s around a seven percentage point increase from 2023 for both metrics. And <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/education-news\/hisd\/2025\/06\/13\/523920\/houston-isd-3rd-8th-graders-staar-scores-climb-in-reading-and-math\/\" rel=\"nofollow noopener\" target=\"_blank\">most grades \u2014 third, fifth, sixth, and seventh \u2014 outperformed the state average<\/a>.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Overall school rating scores also improved, with Houston leaders announcing that <a href=\"https:\/\/www.the74million.org\/article\/houston-trumpets-historic-gains-from-schools-takeover-but-doubters-remain\/\" rel=\"nofollow noopener\" target=\"_blank\">no schools received an F rating on the state report card<\/a> last year. But some researchers and the Houston teachers union have raised concerns about the validity of the A-F rating system, which was overhauled the same year that the state takeover began. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">In 2023, the Texas Education Agency altered its accountability system to <a href=\"https:\/\/tea.texas.gov\/texas-schools\/accountability\/academic-accountability\/performance-reporting\/a-f-refresh-overview.pdf\" rel=\"nofollow noopener\" target=\"_blank\">place more value on growth<\/a>, or how much students improve, than on raw test scores. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Cardell Orrin, director of the nonprofit Stand for Children Tennessee, said Memphis students are also seeing significant growth in reading and math proficiency. But they aren\u2019t being rewarded under <a href=\"https:\/\/www.tn.gov\/content\/dam\/tn\/education\/school-letter-grades\/A-F_FAQs_Infosheet.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Tennessee\u2019s achievement-focused grading system<\/a>. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cWe all know there are ways to game accountability systems,\u201d Orrin said. \u201cIf your goal is to get schools to perform better \u2026 then we should be really clear about the how and what of it.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">It\u2019s not clear what changes the state-appointed board would make for Memphis-Shelby County Schools. The takeover legislation could change significantly before lawmakers pass it. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">White said the board would first conduct a 90-day in-depth analysis of the district and have the power to enact any changes it deems necessary. A newly installed board would have final say over the district\u2019s budget, the superintendent\u2019s contract, and charter schools, essentially seizing all major decisions from the elected school board. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Though GOP lawmakers say they are primarily dissatisfied with the district\u2019s academic achievement, the MSCS takeover has also been spurred by years of school board dysfunction. The board\u2019s firing of then-Superintendent Marie Feagins just months into her tenure led to White and Taylor filing takeover legislation last year.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cIt\u2019s not just the failing schools that need to be fixed,\u201d Taylor said. \u201cIt\u2019s the systems and the central office that needs to be corrected. They spend more time on personnel and real estate than they do on policies to better educate and improve educational outcomes for our kids.\u201d <\/p>\n<p>Would Memphis scrap district leadership and overhaul classroom curriculum?<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">In Houston, the new state-appointed superintendent, Mike Miles, implemented a <a href=\"https:\/\/www.houstonlanding.org\/mike-miles-hisd-to-launch-largest-pay-for-performance-plan-in-the-nation-in-fall-2026\/\" rel=\"nofollow noopener\" target=\"_blank\">controversial teacher pay model based on test score performance<\/a>. He also <a href=\"https:\/\/www.houstonlanding.org\/1500-job-cuts-big-department-overhauls-how-hisds-central-office-changed-under-mike-miles\/\" rel=\"nofollow noopener\" target=\"_blank\">cut 1,500 central office positions<\/a> and <a href=\"https:\/\/www.houstonlanding.org\/find-something-else-to-cut-hisd-parents-local-leaders-knock-plan-to-slash-wraparound-jobs\/\" rel=\"nofollow noopener\" target=\"_blank\">reduced the number of support staff<\/a> helping students experiencing homelessness and hunger.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Miles requires over 130 Houston schools <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/education-news\/hisd\/2025\/05\/09\/520987\/nearly-all-houston-isd-campuses-will-use-district-crafted-curriculum-next-school-year\/#:~:text=The%20curriculum%2C%20according%20to%20the%20meeting&#039;s%20agenda,students%20should%20know%20by%20certain%20grade%20levels.\" rel=\"nofollow noopener\" target=\"_blank\">to use a standardized curriculum he created<\/a> under a program called the <a href=\"https:\/\/www.houstonlanding.org\/we-toured-4-overhauled-houston-isd-schools-this-week-heres-a-look-inside\/\" rel=\"nofollow noopener\" target=\"_blank\">New Education System<\/a>. He says the move is designed to help teachers, but some opponents \u2014 including students \u2014 <a href=\"https:\/\/www.texastribune.org\/2025\/06\/02\/texas-houston-isd-takeover-3\/\" rel=\"nofollow noopener\" target=\"_blank\">say the lessons feel restrictive and militaristic<\/a>. <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/education-news\/hisd\/2023\/07\/26\/457933\/city-leaders-criticize-houston-isd-superintendent-mike-miles-over-plans-for-school-libraries\/\" rel=\"nofollow noopener\" target=\"_blank\">Libraries now serve as disciplinary centers<\/a> or are gone from schools entirely.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Texas\u2019 takeover also spurred a massive <a href=\"https:\/\/www.uh.edu\/news-events\/stories\/2026\/january\/01152026-houston-isd-takeover-by-the-numbers.php\" rel=\"nofollow noopener\" target=\"_blank\">student<\/a> and <a href=\"https:\/\/www.houstonchronicle.com\/news\/houston-texas\/education\/hisd\/article\/university-houston-report-student-teacher-loss-21277527.php\" rel=\"nofollow noopener\" target=\"_blank\">teacher exodus in Houston<\/a>, which are already <a href=\"https:\/\/www.chalkbeat.org\/tennessee\/2025\/09\/16\/memphis-public-school-enrollment-drops-nine-percent-in-decade\/\" rel=\"nofollow noopener\" target=\"_blank\">critical issues plaguing MSCS<\/a> schools.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Domingo Morel, a professor at New York University who studies state takeovers of local schools, said most local residents wind up unhappy with the methods used by state interventionists and the results. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cBecause what state takeovers ultimately do is they force the community to absorb certain policies that they just don\u2019t want,\u201d Morel said. \u201cPeople don\u2019t want to lose arts programs. They don\u2019t want the libraries to close. They don\u2019t want their teachers to be fired.\u201d <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Houston\u2019s takeover <a href=\"https:\/\/hechingerreport.org\/state-takeovers-of-failing-schools-are-increasing-but-with-little-evidence-they-help-students\/\" rel=\"nofollow noopener\" target=\"_blank\">largely centered on the underperformance of one school<\/a>. After y<a href=\"https:\/\/www.texastribune.org\/2023\/03\/31\/texas-houston-isd-takeover-complaint\/\" rel=\"nofollow noopener\" target=\"_blank\">ears of lawsuits<\/a> and <a href=\"https:\/\/www.khou.com\/article\/news\/local\/tea-hish-takover-protest\/285-b8220c61-769e-4757-a245-8eaa522f5f79\" rel=\"nofollow noopener\" target=\"_blank\">protests, <\/a>Texas Education Commissioner Mike Morath appointed a new district superintendent on June 1, 2023. He also selected a nine-member school board made up of Houston residents, <a href=\"https:\/\/www.houstonlanding.org\/hisd-takeover-new-board-members\/\" rel=\"nofollow noopener\" target=\"_blank\">most from the same wealthy neighborhood in the city<\/a>. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Tennessee Republicans are promising to put local residents on their state-appointed board as well. But Morel says including local residents doesn\u2019t necessarily better represent local concerns.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cIt ultimately creates tensions when the community has a particular vision for what they want to see, but the state has a conflicting vision,\u201d he said. \u201cThose appointed board members, who are they going to listen to? They have to be accountable to the state.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">White didn\u2019t rule out any of the changes enacted in Houston for the Memphis takeover, including whether the new board would immediately fire the district superintendent. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cThe main thing I\u2019m interested in is making sure we address the challenges and the weaknesses in the Memphis-Shelby County school system,\u201d he said. Houston is a model, he said, \u201cbut that doesn\u2019t mean our model will be exactly the same.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Morath announced in June that Houston\u2019s takeover <a href=\"https:\/\/www.texastribune.org\/2025\/06\/02\/texas-houston-isd-takeover-3\/\" rel=\"nofollow noopener\" target=\"_blank\">will continue through 2027<\/a>. The current language in White\u2019s takeover bill, which Taylor has thrown his support behind, would include a three-year limit for the takeover board with an option to extend. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Despite their agreement, there isn\u2019t full support for the bill yet among legislative Republicans. The most notable holdout is Lt. Gov. Randy McNally, a Republican from Oak Ridge who is hesitant to install a handpicked board without input from local elected officials. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Next steps for the takeover effort are expected to become more clear in late January, after lawmakers are briefed on an ongoing audit into Memphis finances. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Bri Hatch covers Memphis-Shelby County Schools for Chalkbeat Tennessee.
