It resulted in several community meetings and an 11-hour legislative committee hearing.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The <a href=\"https:\/\/www.wattagnet.com\/business-markets\/legal-news\/news\/15751876\/waynesanderson-farms-files-lawsuit-to-protect-texas-water-supply\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:lawsuit;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">lawsuit<\/a> was filed by Wayne-Sanderson Farms, a poultry business in East Texas. The lawsuit argued the project would hurt its business.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">As part of the settlement, which must still be approved by the district and the court, would void the district\u2019s original decision that the permits were considered \u201cadministratively complete,\u201d a legal term meaning they were filled out properly. This means Conservation Equity Management and its subsidiaries must reapply for permits.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Conservation Equity Management declined to comment on the board\u2019s decision.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The second term of the settlement prohibits the district from approving other permits until hydrologists have time to study the aquifer. The second agreement is still being negotiated, said <a href=\"https:\/\/www.skeltonslusher.com\/attorney\/pryor-baze-holli-v\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Holli Pryor-Baze;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Holli Pryor-Baze<\/a>, an attorney representing the groundwater conservation district.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The idea to study the aquifer grew in popularity during the second special legislative session under a bill authored by <a href=\"https:\/\/directory.texastribune.org\/cody-harris\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:state Rep. Cody Harris,;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">state Rep. Cody Harris,<\/a> a Palestine Republican. The bill sought to pause any more work on the high-capacity wells until state-mandated studies were completed. That bill <a href=\"https:\/\/www.yahoo.com\/news\/articles\/texas-lawmakers-odds-over-ending-185741593.html\" data-ylk=\"slk:died;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">died<\/a> after the Texas House rejected changes made by the Senate.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Texas Water Development Board, however, <a href=\"https:\/\/www.twdb.texas.gov\/groundwater\/bracs\/studies.asp\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:independently;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">independently<\/a> decided to study the aquifer and the Trinity River Authority has also begun searching for hydrologists, said Pryor-Baze. The groundwater conservation district board will wait to approve the high-capacity well permits until after those studies are completed, said Sam Hurley, the board\u2019s vice president.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The study should shed light on what kind of pressure these high-capacity wells will put on the Carrizo Wilcox Aquifer and the Queen City Aquifer, which is shallower, Hurley said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cWe need to look at the science.
