{"id":149273,"date":"2026-02-03T16:53:30","date_gmt":"2026-02-03T16:53:30","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/149273\/"},"modified":"2026-02-03T16:53:30","modified_gmt":"2026-02-03T16:53:30","slug":"2-neisd-campuses-to-become-law-enforcement-training-centers","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/149273\/","title":{"rendered":"2 NEISD campuses to become law enforcement training centers"},"content":{"rendered":"<p>Two former <a href=\"https:\/\/sanantonioreport.org\/facing-budget-deficit-neisd-saved-over-six-million-by-consolidating-schools\/\" rel=\"nofollow noopener\" target=\"_blank\">Northeast Independent School District campuses<\/a> that closed amid declining enrollment and budget pressures are now being repurposed into law enforcement training centers in San Antonio. <\/p>\n<p>Bexar County commissioners say this offers a \u201cwin-win\u201d solution for the school district and public safety.<\/p>\n<p>Commissioners approved a five-year lease agreement at a Jan. 20 meeting that will consolidate training operations for the Bexar County Sheriff\u2019s Office at the former Wilshire Elementary School near Fort Sam Houston.<\/p>\n<p>At the same meeting, Commissioner Grant Moody (Pct. 3) announced that the Alamo Area Council of Governments (AACOG) would also be moving forward with plans to relocate its Alamo Area Regional Law Enforcement Academy to the former Driscoll Middle School campus. This brings <a href=\"https:\/\/sanantonioreport.org\/facing-budget-deficit-neisd-saved-over-six-million-by-consolidating-schools\/\" rel=\"nofollow noopener\" target=\"_blank\">two of the district\u2019s three campuses<\/a> that shuttered last year into the realm of public safety training.\u00a0<\/p>\n<p>Moody described the agreements as a solution for school districts left with vacant campuses after closures and a potential model for what\u2019s to come as more <a href=\"https:\/\/sanantonioreport.org\/saisd-considers-closing-west-side-school-carvajal-elementary\/#:~:text=SAISD%20closed%2015%20campuses%20at,its%20decreasing%20number%20of%20students.\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/saisd-considers-closing-west-side-school-carvajal-elementary\/#:~:text=SAISD%20closed%2015%20campuses%20at,its%20decreasing%20number%20of%20students.\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">school districts continue to grapple with declining enrollment and academic performance at certain campuses<\/a>.\u00a0<\/p>\n<p>\u201cI just wanted to highlight it so as we go forward, we can kind of think about these opportunities,\u201d Moody said. \u201cI know we\u2019ve had conversations with San Antonio ISD before and there are likely other ISDs out there who are going to face similar challenges in the future. This is a great opportunity for the public sector to partner and work together.\u201d<\/p>\n<p>Commissioner Tommy Calvert (Pct. 4) also praised the collaboration, pointing to national conversations around school repurposing and the benefit of realistic training environments for law enforcement.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2026\/02\/Commisoners_Court_Tommy_Calvert_10.14.2025_Diego_Medel.jpg\" alt=\"\" class=\"wp-image-5428811\"  \/>Precinct 4 Commissioner Tommy Calvert praised the collaboration between the county and NEISD as \u201caward-worthy.\u201d Credit: Diego Medel \/ San Antonio Report<\/p>\n<p>In the wake of mass shootings such as the Robb Elementary School shooting in Uvalde, Calvert said training in former school campuses can help officers prepare for real-world emergency response scenarios.<\/p>\n<p>\u201cSadly, after things like Uvalde, we know there is training that can happen in a school where officers can become very sharp about the way these institutions are designed and think through how to respond and run toward that situation,\u201d Calvert said. \u201cThis is a great collaboration, and I think it\u2019s worthy of some awards.\u201d<\/p>\n<p>Sheriff Javier Salazar said the Wilshire campus will serve as a centralized training site for the department, which currently splits training for detention and patrol deputies between two leased locations.<\/p>\n<p>Salazar says the move into the former elementary school is a practical medium-term solution that would save the county a \u201ccouple of hundred dollars a year\u201d on rent, crediting the idea to former NEISD Superintendent Sean Maika, who <a href=\"https:\/\/sanantonioreport.org\/neisd-superintendent-sean-maika-to-resign-in-january-2026\/\" rel=\"nofollow noopener\" target=\"_blank\">resigned last month<\/a>.\u00a0<\/p>\n<p>\u201cUltimately what we need is\u00a0a dedicated training academy,\u201d Salazar said. \u201cThat\u2019s what we\u2019d like to do, build from the ground up a brick-and-mortar training academy ourselves or with partners.\u201d<\/p>\n<p>While commissioners did not formally propose building a new facility, Moody raised the possibility of a collaborative \u201cmega\u201d law enforcement training site later involving AACOG and the San Antonio Police Department at an old school building.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2026\/02\/Wilshire_Elementary_School_NEISD_1.29.2026_Diego_Medel-9.jpg\" alt=\"\" class=\"wp-image-5428806\"  \/>The Bexar County Sheriff\u2019s Office will consolidate its detention and patrol deputy training programs at the Wilshire Elementary campus later this year. Credit: Diego Medel \/ San Antonio Report<\/p>\n<p>Wilshire Elementary\u00a0<\/p>\n<p>Under the Wilshire agreement, the sheriff\u2019s office will gain non-exclusive access to the former elementary school campus for $6,500 per month, or $78,000 annually, over a five-year term.\u00a0<\/p>\n<p>Wilshire Elementary currently <a href=\"https:\/\/sanantonioreport.org\/facing-budget-deficit-neisd-saved-over-six-million-by-consolidating-schools\/\" rel=\"nofollow noopener\" target=\"_blank\">houses part of the school district\u2019s police force<\/a>, along with the security and safety department following the campus\u2019 closure last year.\u00a0\u00a0<\/p>\n<p>The consolidation from the two locations on Buena Vista Street and the San Antonio College\u2019s <a href=\"https:\/\/www.alamo.edu\/sac\/about-sac\/college-offices\/first-responders-academy\/\" type=\"link\" id=\"https:\/\/www.alamo.edu\/sac\/about-sac\/college-offices\/first-responders-academy\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Law Enforcement Training Academy<\/a> near Atascosa is expected to be largely cost neutral. NEISD will continue providing utilities, custodial services and routine maintenance at the campus, further reducing ongoing costs for the county.<\/p>\n<p>The county will receive access to the facility for up to nine hours a day between 8 a.m. and 5 p.m. Monday through Saturday. Any additional requests must be approved by NEISD and would be charged to the county at a rate of $60 per additional hour.<\/p>\n<p>The agreement emphasizes that NEISD will retain control of the campus, with district operations taking precedence should scheduling conflicts arise.<\/p>\n<p>Training activities will also be subject to restrictions, including prohibitions on pyrotechnics and any activities that could violate NEISD safety or operational protocols or disrupt district functions. NEISD safety and law enforcement personnel will also receive up to 24 days per year of no-cost use of BCSO\u2019s firearms training range under a reciprocal provision.<\/p>\n<p>According to the agreement, BCSO will cooperate with NEISD in hosting an annual Halloween \u201cTrunk or Treat\u201d event at the Wilshire campus. The sheriff\u2019s office will also coordinate for deputies to participate in educational programs and activities at NEISD campuses and events to provide security and safety services. Officials clarified those activities will be part of deputies\u2019 regular paid duties.<\/p>\n<p>The agreement also calls for a cooperative effort to design and implement an educational program for NEISD students interested in law enforcement careers, with the goal of obtaining eventual certification as jailers and peace officers.<\/p>\n<p>The agreement will take effect 91 days after the county delivers written notice terminating its existing training facility agreement. Credit: Diego Medel \/ San Antonio Report<\/p>\n<p>Driscoll Middle School<\/p>\n<p>AACOG Executive Director Clifford Herberg confirmed the organization is converting the campus into the new home of the Alamo Area Regional Law Enforcement Academy, which provides training for police cadets across a 13-county region.<\/p>\n<p>Construction is expected to begin soon, with minor modifications focused on expanding classroom space and upgrading technology infrastructure.
