{"id":150788,"date":"2026-02-04T16:48:09","date_gmt":"2026-02-04T16:48:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/150788\/"},"modified":"2026-02-04T16:48:09","modified_gmt":"2026-02-04T16:48:09","slug":"why-ice-is-focusing-on-construction-sites-in-el-paso-the-prospector","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/150788\/","title":{"rendered":"Why ICE is focusing on construction sites in El Paso \u2013 The Prospector"},"content":{"rendered":"<p>Recent U.S. Immigration and Customs Enforcement (ICE) operations at construction sites across El Paso have intensified public concern and renewed debate over immigration enforcement in a city where <a href=\"https:\/\/www.americanimmigrationcouncil.org\/press-release\/new-research-shows-immigrants-contributed-86-billion-el-paso-metro-gdp\/#:~:text=Glenn%20Hamer%2C%20president%2C%20and%20CEO,and%20Texans%20for%20Economic%20Growth.\" rel=\"nofollow noopener\" target=\"_blank\">immigrant labor is seen as central to the local economy.<\/a><\/p>\n<p>Multiple sightings of ICE agents at housing developments have been reported throughout January 2026, with videos circulating widely on social media.<\/p>\n<p>On Jan. 22,\u202f<a href=\"https:\/\/www.youtube.com\/watch?v=qXD8wcqPLGE\" rel=\"nofollow noopener\" target=\"_blank\">KTSM reported<\/a>\u202fthat federal agents had conducted operations at construction sites where homes were being built and appeared to be searching for specific individuals.<\/p>\n<p>This follows an operation on Jan. 14 in the<a href=\"https:\/\/www.youtube.com\/watch?v=_oqCRgALodc\" rel=\"nofollow noopener\" target=\"_blank\">\u202fPaseo del Este neighborhood of Horizon City.<\/a> Witnesses reported dozens of ICE vehicles, supported by the\u202fTexas Department of Public Safety (DPS), arriving at a development where several detentions occurred.<\/p>\n<p>On Jan. 16, footage shared by the social media account,\u202f<a href=\"https:\/\/www.constructionowners.com\/news\/ice-agents-appear-at-east-el-paso-construction-site\" rel=\"nofollow noopener\" target=\"_blank\">FitFam El Paso,<\/a> showed agents approaching sites near\u202fMontana Avenue and Mager Drive.<\/p>\n<p>The\u202f<a href=\"https:\/\/www.constructionowners.com\/news\/ice-agents-appear-at-east-el-paso-construction-site\" rel=\"nofollow noopener\" target=\"_blank\">El Paso Times reported<\/a>\u202fthat while formal arrests were not seen at every location, the visibility of federal agents has turned some neighborhoods into \u201cghost towns.\u201d<\/p>\n<p>The activity coincides with the implementation of <a href=\"https:\/\/capitol.texas.gov\/tlodocs\/89R\/analysis\/html\/SB00008H.htm\" rel=\"nofollow noopener\" target=\"_blank\">Texas Senate Bill 8<\/a>, which went into effect Jan. 1. The law requires Texas sheriffs in counties with more than 100,000 residents to enter into\u202f<a href=\"https:\/\/www.youtube.com\/watch?v=tlQhem07FHI\" rel=\"nofollow noopener\" target=\"_blank\">287(g) agreements<\/a>, effectively deputizing local law enforcement to assist in federal immigration checks.<\/p>\n<p>Workers describe a climate of high pressure and constant surveillance. Erick Cano, a construction worker and U.S. citizen, said agents arrived while his crew was working in a garage in Northeast El Paso.<\/p>\n<p>\u201cWell, they were all over the place,\u201d Cano said. \u201cThey just arrived\u2026 asking for documents, and we just showed them to them.\u201d<\/p>\n<p>Cano expressed his frustration with the focus on laborers.<\/p>\n<p>\u201cThey\u2019re just bothering the people who want to work\u2026 we\u2019re not here doing anything bad. We\u2019re just working,\u201d Cano said.<\/p>\n<p>Another worker, also a U.S. citizen who asked to stay anonymous, described a 40-minute encounter where agents took people away.<\/p>\n<p>\u201cThere aren\u2018t many people here because they\u2018ve been taken away,\u201d he said. \u201cWe\u2019re not doing anything wrong\u2026 I don\u2019t see [why]they want to take us out of this country.\u201d<\/p>\n<p>A third colleague who asked to stay anonymous described a more confrontational exchange, noting he refused to show documentation.<\/p>\n<p>\u201cI spoke to them in English, and I asked them, \u2018Do I have to show you something?\u2019\u2026 I told him\u201a \u2018I\u2019m not going to show you anything.\u2019\u201d<\/p>\n<p>He described the agents as \u201coverpowering\u201d and \u201cangry\u201d when workers asserted their rights.<\/p>\n<p>At the\u202fUniversity of Texas at El Paso (UTEP), where the <a href=\"https:\/\/www.theprospectordaily.com\/2025\/03\/05\/ice-utep-raids-executive-orders-el-paso\/\" rel=\"nofollow noopener\" target=\"_blank\">student body is approximately\u202f84% Hispanic<\/a>, these raids have begun to raise debate across the political spectrum.<\/p>\n<p>A senior criminal justice major who asked to stay anonymous witnessed a raid firsthand in the Upper Valley region.<\/p>\n<p>\u201cI saw several immigration cars surrounding a construction site\u2026 preventing people from accessing their homes and blocking off [the] streets,\u201d they said.<\/p>\n<p>For this student, the choice of targets felt intentional.<\/p>\n<p>\u201cI think construction zones [are targeted] because these people are easy targets in the eyes of immigration enforcement, they are seen as a way for the administration and ICE to meet their daily quotas,\u201d they said.<\/p>\n<p>A sophomore student who asked to stay anonymous echoed these concerns, noting that the \u201cmilitarization of immigration enforcement definitely hits hard\u201d at a school with so many first-generation students. They argued that the raids are \u201cperformative.\u201d<\/p>\n<p>\u201cICE is an organization that is state-sponsored terrorism,\u201d they said. \u201cThey have been added to our communities to invoke fear.\u201d<\/p>\n<p>A mechanical engineering student who asked to stay anonymous admitted that even those at the university are unsure of their legal standing during these encounters.<\/p>\n<p>\u201cI personally, myself don\u2019t understand [my rights], I know I can ask for a lawyer but specific details of what I can and cannot do when directed or confronted by an ICE officer, I do not know.\u201d<\/p>\n<p>An economics student who wished to stay anonymous called for ICE to transition into a \u201ccase worker\u201d role rather than a detaining force.<\/p>\n<p>\u201cIt should be easier to get a [U.S.] citizenship,\u201d they noted, citing family members who have waited decades for legal status.<\/p>\n<p>A junior political science major who asked to stay anonymous and identifies as conservative offered a different point of view. They pointed out that enforcement is not a new phenomenon, referencing\u202fTom Homan, who received a\u202f<a href=\"https:\/\/www.ice.gov\/news\/releases\/ero-ead-thomas-homan-receives-2015-presidential-rank-award\" rel=\"nofollow noopener\" target=\"_blank\">Presidential Rank Award for Distinguished Service in 2015 under the Obama administration<\/a>\u202ffor his work in immigration enforcement.<\/p>\n<p>\u201cPeople look at Trump and they think [he\u2019s doing this] because of his hatred for Hispanics\u2026 that\u2019s not the case. It\u2019s a rule of law,\u201d the student said. \u201cThis rule of law has been enforced by many presidents before Trump and will be enforced by many presidents after\u2026 Are they taking issue with the fact that the U.S. is enforcing its border laws, or who\u2019s at the head of that?\u201d<\/p>\n<p>The operations come as the El Paso construction industry faces high demand.\u202fMario M. Guerrero, CEO of the\u202f<a href=\"https:\/\/myrgv.com\/local-news\/2026\/01\/20\/rio-grande-valley-builders-ask-for-immediate-pause-on-worksite-ice-raids\/\" rel=\"nofollow noopener\" target=\"_blank\">South Texas Builders Association<\/a>, warned that these raids are causing widespread economic disruption. Guerrero\u00a0stated\u00a0that fear among workers has led to labor shortages so severe that some projects are facing delays or bankruptcy, with\u202f<a href=\"https:\/\/myrgv.com\/local-news\/2026\/01\/20\/rio-grande-valley-builders-ask-for-immediate-pause-on-worksite-ice-raids\/\" rel=\"nofollow noopener\" target=\"_blank\">regional construction activity dropping 30% to 40%<\/a>.\u00a0<\/p>\n<p>As ICE continues its operations, the El Paso community\u00a0remains\u00a0a focal point for the national debate on immigration policy, balancing federal law against the social and economic realities of a border city.\u00a0<\/p>\n<p style=\"text-align: center;\">Adrian Gonzalez Jr. is a staff reporter for The Prospector.
